Position : Iconic Island Local Liaison Officer (fixed term contract)

Since 2011 Hivos will focus on four main themes: Expression & Engagement, Rights & Citizenship, Green Entrepreneurship and Action for Change. The Iconic Island Local Liaison Officer will work under coordination of Green Entrepreneurship (GE) team in Jakarta office and in the Netherlands. 

Developing countries are already contributing to a climate solution. They still have vast expanses of tropical rainforests that are an enormous storehouse of carbon. Per capita developing countries emit a fraction of the CO2 emitted by rich industrialized countries. In the same time there are also abundant potential resources to produce clean energy from wind, hydropower and solar or geothermal power. 

With this rational, Hivos opts for 100 per cent renewable energy, both in the Netherlands and in developing countries. Hivos believes energy is a vital driving force for development. Access to energy can alleviate poverty, improve living conditions and propel economic development. However, continuing along the fossil fuel route to harmful climate change will have disastrous effects, especially for developing countries. Hivos would much rather stimulate sustainable development fuelled by clean energy

Iconic Island and Green Entrepreneurship/Sustainable Energy (SE) Programme Development
In November 2010 Hivos informally launched the Iconic Island initiative at the Joint Energy Working Group meeting in the Royal Tropical Institute in Amsterdam. The Iconic island project aims to provide access to reliable renewable forms of energy to the population of a medium sized Indonesian island thus ending their dependency on fossil fuels and increasing access to energy sources. This in turn is expected to stimulate economic activities of the local population. The project will focus on the energy needs of households, public facilities, offices and small industries, and is to be carried out as a collaborative initiative between stakeholders. 
Hivos'choice for an island approach is motivated by the fact that many smaller and medium sized islands in developing countries share the comparable challenges, such as limited energy access, frequent power cuts and rationed electricity provision. Since economic activities in such islands are mostly limited and small scale, high investments in energy production and distribution is not cost efficient. Fuel (mostly diesel) has to be transported to the island resulting to high costs of fuel and unreliable supply. Another reason to opt for an island approach is that Hivos intends to show case the opportunities of renewable energy options with a high profile project. An island will catch the imagination of an international audience and it provides the opportunity to portrait solutions for energy poverty that can be replicated and up-scaled.
Over the last year Hivos has contacted government institutions to gather support and input to this initiative. Local, regional and national governments have expressed their support. Hivos has also commissioned a number of feasibility studies and a number of activities are already started up, including biogas and micro-hydro activities. In March 2012 a stakeholder meeting took place in Sumba to ensure that the programme is implemented with a key role of local government and other local institutions and with the national government. The Iconic Island initiative is in its primary stage but will take around 10 years to achieve its targets. 
Job Description
In the first three months of the contract the Iconic Island Local Liaison Officer will be responsible for provincial and local coordination work between relevant stakeholders including planning, implementing and monitoring of the program. The officer will also have an important task in the outreach programme around the Iconic Island objectives. S/he will domicile in Sumba for these first three months.
In the second part of the contract the officer will be stationed in Jakarta office until end of her/his service contract. In this period the officer will also become responsible for the management of the energy portofolio of Hivos in SEA.

Specific tasks:
* To monitor and manage effectively the coordination of the multi-stakeholder approach especially at provincial and district level; working closely with provincial and districts governments in the implementation of iconic island including the collaboration with international donors (i.e. ADB and World Bank)
* To liaise closely with Programme Officer GE/Sustainable Energy based in Jakarta and the biogas officer in Sumba for Iconic Island National level coordination 
*  To liaise closely with Programme Officer GE/Sustainable Energy and BIRU programme coordinator for Hivos own project implementation and follow ups in Sumba 
*  Report to Director Hivos SEA and to International Iconic Island coordinator at Hivos head office in the Netherlands (especially in the second part of the contract)
*  To identify opportunities and be responsible for implementation of outreach strategy in provincial and districts level as part of Hivos overall communication campaign for iconic island
*  To accommodate project visits to Sumba 
*  To perform as interim PO GE/Sustainable Energy based in Jakarta for last four months of the contract, this will include:
*  To manage Hivos portfolio for sustainable energy (GE programme) in Indonesia and Timor Leste, which includes processing proposals, preparing of all necessary documents and administrative handlings and monitoring partners/consultants.
*  Development and implementation of a multi stakeholders Sumba Iconic Island initiative which aims at realising 100% renewable energy at Sumba Island. This includes a.o.:
*  To monitor, manage effectively and evaluate the implementation of a multi-stakeholder Road Map for Sumba Iconic Island
*  To ensure effective communication with the Sumba Iconic Island Task Force and other stakeholders in Sumba, Kupang and Jakarta (including to liase and coordinate meetings with stakeholders)
*  Represent Hivos Southeast Asia in (technical) meetings in Indonesia and other countries when needed 
*  Responsible to manage communication, writing and translations about the project in Indonesia and the relevant work of the project's stakeholders. Provide input to the coordinator for (funding) proposals, communication materials etc. for international stakeholders and the audience in the Netherlands
*  Responsible to report on the progress of the project in Indonesia
*  Contribution to Hivos overall organizational and policy development

Qualifications
* An excellent understanding of energy project development or the ability to translate skills to such
* Professional written and verbal communication skills including public speaking in English and Bahasa Indonesia
* Show successful track record working in and within multidisciplinary team
* Minimum 3 years of professional experience in projector programme management, project evaluation and programme design
* Has a strong interpersonal communication and negotiation skill with donors, civil society organization, government officials and community
* Sound experience in managing partnerships and multi actor initiatives
* Tactful in handling administration process and Hivos online operation system for projects and finance
* Previous working experience in an international environment/organization would be an advantage
* Having respect for humanitarian or humanist principles and willing to work in a non-discriminating, neutral, impartial and gender equal environment
* Willing to stay in Sumba for three months then in Jakarta until end of the contract

Contract 
The contract will be with Hivos Regional Office Southeast Asia (ROSEA). The appointment will be for eight months. Hivos Terms and Conditions for Indonesian staff are applicable
