Save the Children

Save the Children in Indonesia has made significant progress at the national policy level and in the Bandung, West Java metropolitan area in facilitating family-based care for neglected and vulnerable children. We have been working with the Government of Indonesia (GoI) at the national level to pass legislation regulating institutional care and to shift the paradigm from institutional care to family-based care. Our familiarity with the social welfare system at the national and local level helped us identify significant unmet needs for Indonesian children with disabilities (CWDs). As we explored this issue, it became apparent that some advantageous policies are in place, but services simply do not reach children and families, and CWDs do not attain their rights. 

The ‘Facilitating Family-based Care for Indonesian Children with Disabilities’ IKEA project will mobilize communities, government stakeholders, and others to assist Indonesian children with disabilities attaining their right ‘to enjoy a full and decent life, in conditions which ensure dignity, promote self-reliance and facilitate the child’s active participation in the community’. Save the Children will accomplish this by increasing the capacity of families to care for their children with disabilities (CWDs); supporting community-based rehabilitation services; improving access to high quality education; and promoting awareness of CWDs issues and reducing stigma. 

This project will mobilize existing service delivery structures including community members and the Ministries of Social Affairs (MOSA) and Education (MONE); Family Forum groups; and other stakeholders to build the capacity of families and local volunteers to care for CWDs in their households and communities. This will include linking CWDs and their families to services, managing each individual case, and supporting the kader (community health volunteer) system and GoI supported rehabilitation services. We will work with MONE to improve access to school for CWDs, and the quality of educational services in 30 special and inclusive schools. We will also facilitate child participation in designing and implementing activities aimed at reducing stigma for CWDs. We will meticulously monitor all activities, and document and disseminate good practices at the end of the project. 

The position we are looking for are: 
Project Officer (code: PO IKEA – Kab Bandung) – 5 post, based in Kabupaten Bandung 
(Kota Bandung, Kota Cimahi, District of Bandung, District of Bandung Barat, District of Garut and District of Sumedang) 

The Project Officer IKEA Project will responsible for mobilizing and building the capacities of target communities, local government, providing technical assistance, to ensure high quality of implementation of project activities. S/he will liaise, responsible to maintain good relationship to all key stakeholders and act as the focal person to the IKEA Project in his/her designated areas/districts. S/he will contribute to technical development of training materials with consultation with CBR Specialist, Special Education Specialist and SPM, and responsible for monitoring of implementation quality, involving children and community members. S/he will report to the Senior Project Manager - IKEA. 

Job Responsibilities: 

1. Contribute in the set up and develop of program tactics and techniques for monthly, quarterly and annually, collaboration with other personnel’s in the team. 

2. Plan and carry out the IKEA project activities against operating plans as timely manner and based on day-by-day operational activities. 

3. Ensure close collaboration with SPM, CBR and Spec. Education Specialist, Case Manager and ME Officer and support them with providing inputs, technical assistance, Training of Trainer and serial trainings, mentoring and other activities for the development of IKEA program. 

4. Assist Case Manager and Specialist on mobilizing communities, beneficiaries and other government and non government stakeholders to be involved in development process and provide closely approach and communication with community leaders and government key stakeholders. 

5. Conduct community meetings and socialization linkage the program with schools, family forums, stakeholders, community and local government. 

6. Under the lead of IKEA SPM, coordinate all M&E activities within his/her jurisdiction including supports data collection both quantitative and qualitative in close collaboration and coordination with M&E Officer. 

7. Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders and in implementation of all project activities. 

8. Support IKEA SPM with relevant data and information for drafting monthly, quarterly and annual reports as per donor and Save the Children requirements. 


Occasional Significant Duties 

1. Under the delegation of IKEA SPM, represent the project in his/her absence. 

2. Any other duty assigned by line manager. 

3. Support IKEA SPM in ensuring full compliance of CSP at district level. 

4. As a member of staff, understand compliance with CSP and work in coordination with colleagues to comply with CSP. 

5. In the lead of IKEA SPM, respond to all CSP concerns expressed or discovered appropriately and effectively. 

Requirements: 
Education: Bachelor Degree in Special Education, Community Education, Community Health, Social Work or equivalent in relevant fields. 

Skill and Experiences: 

· Minimum 3 years total working experience with Government and non-Government organizations in the area of health, education, children with disabilities and/or child protection. 

· Proven skills on facilitation, community development and mobilization to work closely with key stakeholders. 

· Have experiences work in disability issues especially for CWDs (advantage). 

· Knowledge and skills in health, education and child protection at community level, particularly related to the needs of CWDs. 

· Proven ability to work in multi-cultural and multi-disciplinary team. 

· Demonstrate ability to implement Monitoring and Evaluation activities. 

· Strong working relationship and networking with government, community and other partners. 

· Proven experiences in working with children (working with parents and children with disabilities will be advantage). 

· Excellent in communication, social and in interpersonal skills. 

· Proven ability to work effectively within set time frames and with demonstrated impact. 

· Proven ability to make some decision and delegation to ensure timely and effective project implementation. 

· High level of self-motivation, initiative, creativity and flexibility to support technical assistance. 

· Proven experience of working closely within team. 

· Have experiences work in West Java (desirable). 

· Living in West Java province (strong advantage). 

· Ability to work in remote areas and flexibility for extended periods of time. 

· Computer literate. 

· Proven and demonstrated writing and presentation skills in Bahasa Indonesia and English (ability in local language is a plus).
