Save the Children

Save the Children is a leading, private child-focused non-governmental alliance of 29 member organizations that works in 120 countries throughout the world. Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. The Hempel-funded the School Inclusiveness and Performance (SIAP) project will contribute to the quality of education in Indonesia. It has the goal to improve the quality of education for inclusive Jr. Secondary students in participating schools in West Java Province. The project will support 5 inclusive Jr. Secondary schools in Bandung to improve the learning environment, quality of teaching and the school management. It is designed to cover the 5 schools for an initial period of one year. 

The position we are looking for: 
Project Officer SIAP (code: PO SIAP – Bandung) – 1 post, based in Bandung 

The Project Officer SIAP project will be responsible for supporting overall project management and implementation of all activities in the target schools in West Java. S/he will be responsible for the financial, programmatic implementation and monitoring of all project activities, and the development of the project work plan. S/he will ensure that all activities included in the implementation plan are implemented and literacy outcomes are assessed. S/he will also facilitate any visits from the donor. S/he will report to the IKEA Senior Project Manager and be supported by a small finance and administration team in Bandung office. 

Job Responsibilities: 

1. Establish the SIAP detailed implementation plan for approval by the Senior Project Manager and Education Specialist. 

2. Ensure SIAP project activities in West Java are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field. 

3. With input from Education Adviser and Education Specialist, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally. 

4. Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders. This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination. 

5. Use existing training tools to develop and implement a training plan for teachers and communities. 

6. Together with IKEA project team and M & E Officer/Specialist, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation. 

7. Ensure the day to day management and reporting of project financial resources is in accordance with donor regulations and SCI policies and procedures. 

8. Ensure timely submission of activity, financial, and monitoring reports in accordance with the SIAP project M&E framework, donor requirements, and SCI requirements. 

9. Ensure that there is close coordination with IKEA Project team and other Save the Children projects in Bandung office. 

Occasional Significant Duties 

1. Represent the project in the absence of the IKEA Senior Project Manager. 

2. Other related duties as assigned by line manager. 

3. Participate in Bandung staff meetings. 

4. Provide information for any future proposal development. 

Requirements: 
Education: Bachelors University Degree or equivalent in a relevant field. 

Skill and Experiences: 

· Minimum 3 years working experience with non-Government organizations in managing education projects especially inclusive education with minimum 2 years experience in education programs with international NGOs. 

· Knowledge and skills in methods to promote improvements in education (especially inclusive education and teacher performance at the Jr. Secondary school level. 

· Proven skills to develop an implementation plan and then efficiently implement activities. 

· Proven skill to improvement program activities according to work plan including entering into agreements with schools, communities, training and mentoring. 

· Proven timely program implementation including delivering established outputs. 

· Proven technical skill in education (especially Jr. Secondary schools) to train and mentor. 

· Demonstrated ability to write high quality reports and other project documents in Indonesian and English. 

· Proven ability to manage financial resources according to donor and organization regulations and reporting requirements. 

· Proven ability to work in a multi-cultural and multi-disciplinary team. 

· Strong internal and external coordination with District Education authorities and other SIAP project stakeholders (teachers, principals, community members, school supervisors, and children). 

· Computer literate. 

· Good communication skills in Bahasa Indonesia and local language (Sundanese), and English (preferred).
