Cowater International

Cowater International is a Canadian private sector company that manages international development projects, including three current projects in Indonesia. Cowater is preparing to bid on an upcoming GIZ project entitled "Decentralisation as a Contribution to Good Governance (DeCGG)" and is currently recruiting key personnel for inclusion in its proposal.

The overall objective of the project is to assist the Ministry of Finance's efforts to advance the system of capacity building for sub-national public financial management. The following outputs are expected:
• Develop standardised training modules for Local Financial Management courses, including didactic material for trainers and reading material for students and an e-learning version
• Develop mobile learning `knowledge nuggets' and a revised syllabus as a comprehensive package for a blended learning approach
• Develop a system to regularly update modules

Position Requirements – National IT Knowledge Networks/E-Learning Experts
National short-term experts (up to a total of 5 person-months) for consultancies in the following priority areas:

• IT based knowledge-networks;
• E-learning and mobile – learning methodologies; 
• Programming of applications on mobile devices and on e-learning platforms;
• Development of graphic design of modules and audio-visual elements

The long term and short term experts offered by the Firms of Consultants must have good sociocultural skills. Short-term experts are expected to have good spoken and written command in English.
