Indonesia Infrastructure Initiative

 
National Monitoring and Evaluation Officer
 
The Indonesia Infrastructure Initiative (IndII) is funded by the Government of Australia through the Australian Agency for International Development (AusAID).  IndII aims to assist national and sub-national agencies improve infrastructure in Indonesia. IndII was originally established for a three-year period ending in June 2011. A follow-on project is now underway and will operate until June 2015 managed by SMEC International Pty Ltd.  IndII will continue work across a range of infrastructure sectors, including transportation, water and sanitation, and telecommunications. 
 
SMEC now invites applications for an anticipated two-year assignment (extendable) as National Monitoring and Evaluation Officer based in Jakarta.
 
The National Monitoring and Evaluation Officer will report directly to the International M&E Specialist and will provide assistance to:
 
* Apply M&E in accordance with the IndII M&E Plan to all relevant IndII Activities (Transport, Policy and Investment and Water and Sanitation).
* Provide technical M&E support to IndII Technical Teams and relevant GoI Ministries as required.
* Administer IndII monitoring/reporting processes and participate and ongoing evaluations.
* Undertake research and analysis of information and data and support broad Facility-level reporting.
* Oversight the implementation of IndII cross-cutting policies across IndII's portfolio of activities. 
* Visit Activity sites and Ministries to collect M&E data/information as required
* Liaise with technical consulting teams and provide M&E advice/information or take action as required.
Other key attributes should include:
·         A university degree in social science, business or management (research and methodological experience encouraged)
·         Minimum 5-years experience working in a M&E role as a consultant or adviser
·         Experience in the use and application of logic modeling and theory of change in program design and evaluations
·         Experience in the design and application of both qualitative and quantitative methods and approaches to M&E
·         Experience in working with gender issues and other associated cross-cutting issues
·         Ability and experience to engage with key stakeholders and technical experts
·         Experience working with international consultants, multi-lateral and bi-lateral donors.
·         Excellent written and oral communication skills in Indonesian and English
·         Ability to work independentlyCompetence in the use of standard MS office applications (Word, Excel, Project and PowerPoint) and in a team environment.
