Handicap International

Handicap International, is an International NGO specialised in the field of disability and development with objective to support people in situations of disability or vulnerability, whatever may be the cause and the environment underlying that situation (extreme poverty, exclusion, deficient social and health systems, serious violation or denial of basic rights, natural disasters, violence and armed conflict). For 5 years HI has supported a project promoting the human rights of people with disabilities through the empowerment of community based DPOs. Achievements include contributions to the ratification of the UNCRPD; development of recommendations to government concerning legal reform through a national network of DPOs, raising awareness amongst the general public and the development of advocacy tools. However, disability is not yet recognized as a significant and cross-cutting human rights issue in planning & budgeting processes, particularly at sub-national level. The absence of appropriate provincial regulations and enforcement mechanisms reflects the existing gaps between national and local levels in protecting the rights of persons with disabilities. This “Advocating for Changes” project will support DPOs in the implementation of advocacy activities promoting disability inclusion in local planning, budgeting processes and disability legislation. It
will also improve DPOs knowledge and tools to plan and implement effective advocacy and awareness-raising on inclusive service-delivery (health, education and social protection) and the UNCRPD. The project will be implemented in 2013 and 2014 in partnership with DPOs in Aceh, Yogyakarta and NTT provinces. Handicap International is currently looking for the following position for its office in Yogyakarta:

Position Title   : Project Officer
Location          : Yogyakarta
Closing date    : December 12, 2012

TASKS/RESPONSIBILITIES
Under the line management of the Project Manager, the Project  Officer will develop relationship with DPOs, local authorities as well as other stakeholders in his/her targeted areas. The tasks in particular are: 

* Conduct baseline activities 
* Assess, identify and update the situation in his/her targeted areas .
* Develop ToR and budget
* Manage and organize the activities in his/her targeted areas
* Provide technical guidance to DPOs partners for their participation in local public planning and budgeting processes
* Facilitate technical assistance and coaching to DPOs partners in proposal development process 
* Monitor the grants implementation process to DPOs
* To represent the project in front of local partners and authorities
* Preparing and maintaining the partnership relation with third parties/stakeholders
* Monitoring and reporting the progress of the project to line manager (monthly, quarterly report and annual report)
* Assist the Project Manager in preparing quarterly and annual report (documented and analyzing findings)
* Carry out additional task from Project Manager

DUTY STATION: The Project Officer will be based in Yogyakarta  with frequent travels to the field.

PERSONAL QUALIFICATIONS AND REQUIREMENTS
Essential:
*Bachelor Degree
*Minimum of 2 years in the field of Disability & support to civil society
*Fluent in English
*Legitimate and willing to ride a motorbike for working purpose 
*Willing to work irregular and/or long hours

Desired:
*Bachelor Degree in Sociology or any other relevant majors
*Experience in  local planning process
* Experience working with people with disabilities
* Minimum 2 years of experience working in INGO
