Background

GRM International is currently seeks for HR Assistant to strengthen project core team in Poverty Reduction Support
Facility (PRSF). PRSF is designed in response to the Vice President’s request for Australia to provide support for the National Team for Accelerating Poverty Reduction / Tim Nasional Percepatan Penanggulangan Kemiskinan (TNP2K). The goals and objectives of PRSF are aligned with TNP2K, the Presidential Instruction (Inpres) No. 15/2010, and are consistent with the overarching goals of sustainable poverty alleviation within the 2008-2013 AusAID Country Strategy
under the Australia Indonesia Partnership. The long term / medium goals and objectives are:

1. Long Term Goal: To increase the rate of poverty reduction in Indonesia and reduce the impact of shocks and stresses on the poor and vulnerable. 
2. Medium term goal: Improve the quality of policy advice for poverty programs.
3. Objectives: Given the Facility’s central role in supporting the TNP2K, its key objectives align with those of the National

Team which are to: 
· design and oversee a large-scale program of social assistance and poverty reduction; 
· consolidate, simplify, and improve the efficiency of existing programs; and 
· identify important but troubled social assistance programs and resolve their implementation problems.

Under the direction of the Vice President, TNP2K will design and oversee social assistance and poverty reduction programs, while consolidating, simplifying and improving the efficiency of existing programs. The Facility will assist TNP2K to develop an overarching policy framework that unites all of the GOI social assistance and poverty programs, with policy being enforced through oversight of the budget. 

The Facility will support four main areas of work:
(a) Assistance to the National Team: 
Providing support approximately 60 full-time positions and oversee the technical assistance management including quality of their outputs.

(b) Hiring premises and purchasing equipment: 
Conducting all aspects of office management including security, paying office rent and utilities and maintaining equipment. 

(c) Activities: 
Undertaking various types of work as directed by the Facility Steering Committee (FSC) such as evaluations, pilots, workshops and conferences.

(d) AusAID-commissioned studies and reviews: 
Implementing a limited number of AusAID identified priorities without going through the normal FSC process.

Key responsibilities:    
1.  Assisting with managing personnel management systems including preparation of terms of reference and contracts, processing of appointments and terminations,  disbursement of salary and allowances, staff appraisal, staff training and professional development and other ongoing staff management requirements.
2. Drafting fixed term contracts and subcontractor agreements.

Employee orientation, development, and training logistics and record keeping;
Compensation and benefits administration and record keeping; employee safety, welfare, wellness, and health reporting; and employee services;
Maintaining employee database and the HR filing system;
Maintaining on-going recruitment rounds
Assisting with the day-to-day efficient operation of the HR office.
Any other tasks as instructed by the HR Manager

Qualifications and experience:

1. Bachelor degree in social sciences
2. 2-3 years experience in human resource and admin in the development industries
3. Fluency in speaking, reading and writing in English and ability to communicate effectively in Bahasa Indonesia
4.    Able to work with minimum supervision and strong administration skills

Well developed and highly effective organisational skills
Demonstrated people skills with a flexible and collaborative personal style
Excellent skills in Microsoft Office – Excel modelling, Word and Access databases
