ACF International (Action Against Hunger)

Founded in 1979, ACF International (Action Against Hunger) is an international humanitarian organization that delivers programs in over 40 countries. 
Recognized worldwide as a leader in the fight against hunger, our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflicts.

ACF has been active in the NTT district since 2007. Around 40 networks have benefited from a
renovation, as have water sources and wells. In the Kupang District, ACF has only been active since 2011. The district's needs are still considerable, particularly as the number of stakeholders is lower than the neighbouring TTS district.  Moreover, ACF is due to launch a Nutrition program in Kupang and WASH initiatives will be implemented in the same sub-districts in order to strengthen the nutritional program's impact.
 
As the program is now starting the implementation, we are currently looking for a qualified candidate to fill the position of : WASH Ram Pump System Officer, base in Kupang.

Initial Contract duration : 6 months (with possibility of extension)
Reporting to : WASH Coordinator

Starting date : ASAP
 
Educational / Professional Background: Degree in Civil engineering, mechanical, hydraulics, environmental study and experience in project management/business development(with Water/Sanitation background is preferable).

Key Assignment: 
Conduct the implementation of the ram pump center projects: be implicated in its elaboration, its promotion and the dissemination of the technology
 
Main Objectives :
To Organize and manage the Ram pump centre project :
ü  Ensure implementation of the various components of the project cycle ;
ü  Validate the relevance of the intervention area, the selection of beneficiaries, identification of committed stakeholders ;
ü  Ensure the RPC’s technical and financial follow-up: to develop a proper accountancy follow up for the ram pump activities ;
ü  Take into account the project’s global performance : impact, relevance, consistency, effectiveness, efficiency, sustainability, kinds and covered groups ; 
ü  Ensure the project’s representation in terms of coordination ;
ü  Ensure the project’s integration in local structures;
ü  Participate in defining the approach to donors / local institutional partners / project.
ü  Follow the project’s advancement by regular visits.

To Develop and implement ram pump systems:
ü  Design ram pump systems according to the requests of the local authorities interested in ram pump unit;
ü  To develop a partnership with the UNDANA university in order to improve the ram pump device and the training module,
ü  Identify and anticipate problems or constraints;
ü  To define with the RP mechanics the workshop and material needs
ü  Train the implementing partners on RPS (ToT);
ü  Support the implementing partner to train the beneficiaries on RPS,
ü  Ensure the follow up of the former ram pump facilities implemented.
ü  To discuss about the diagnosis problem with the RP Mechanic and the other team member in
order to collect more inputs about the faced problem
 
To Ensure the promotion of the Ram Pump:
ü  Design a promotion plan, with local stakeholders (UNICEF, Pokja AMPL);
ü  Write article on NTT WASH newsletter;
ü  Disseminate at provincial level the ACF booklet on RPS after its revision,
ü  Organize training on RP system design to Provincial/district government staff. 
ü  Represent ACF in any coordination in Provincial/district level in order to promote the Ram Pump activities and/or Ram Pump Centre.
 
To elaborate a plan for the autonomy of a Ram pump centre
ü  Write the TOR for the one month business plan study;
ü  Conduct detailed market survey to gain real information of demand from any potential program-users and product-buyers
ü  Study the viability of the Ram pump centre,
ü  Formulate detailed planning and design for product and service branding, marketing and promotion 
ü  Define the kind of autonomy that will be given to the RPC at the end of the project: association, NGO, Private structure.
 
Reporting
ü  Send activity progress report on weekly and monthly report (oral and written, according to
the possibilities) to the Program Manager
 
Other requirements :
INGO/Humanitarian experiences, ability to work in team, good interpersonal communication and skills, able to work and spend time in the project sites
