Consulting opportunity for    
Development of Public Awareness Models for Consumer Protection
Closing date: 8 February 2013
 
The ASEAN Secretariat and AusAid, through ASEAN Australia Development Cooperation Program (AADCP) Phase II invites applications from consultants for the above-referenced project.
 
Needs and Objectives
This project will address the need to develop more comprehensive consumer awareness and education systems within ASEAN Member States (AMS). 

Using existing information, education and communication (IEC) programs for consumer protection both within and outside the region, the project will: 1) assess current IEC programs and materials and identify best practices in consumer IEC systems, and 2) develop models with clear parameters to guide the subsequent adoption of a specific model by AMS by 2015.  Taking into account the different states of consumer protection across the region, the models will incorporate appropriate strategies for the
respective target audiences and the message that needs to be conveyed.  As such, the models would have to be able to accommodate issues that concern those in the early stages of consumer protection to those that are in the more advanced levels.  The final output of the project will be presented to the ASEAN Committee for Consumer Protection (ACCP) for evaluation purposes with a view of providing strategic guidance and tools for AMS in their effort to increase consumer awareness.  

The consultant will work with the Competition, Consumer Protection and Intellectual Property Rights Division (CCPID) of the ASEAN Secretariat (ASEC) and the AMS.  This includes providing technical
support in designing appropriate best practice based models for consumer awareness and education programs that can be used by AMS as appropriate to their needs.  
 
Qualifications 
The bidder must demonstrate the following qualifications:
· Degree in Development/Mass/Public Communications, Journalism or related fields;
· Thorough understanding and good knowledge of IEC approaches and methodologies;
· Demonstrated skills and experience in media,  public relations and communication  activities (including
publications, photos and videos); 
· Familiarity with consumer rights, enforcement of consumer laws,  and consumer demands for safe and sustainable consumption practices  as well as current and emerging consumer concerns and related issues;
· In-depth knowledge of consumer protection policies, legislation and programs, especially within
ASEAN;
· Extensive experience in the development and implementation of consumer awareness programs;
· Previous involvement in the development and implementation of IEC campaigns and programs for consumer protection or similar socio-economic issues, preferably in ASEAN;
· Demonstrated ability to develop and maintain sound working relationships with stakeholders and the
media
· Proven track record in research, survey, activity design and delivering technical assistance, including effective capacity-building, related to consumer protection;
· Understanding of ASEAN and its work on economic community building;
· Have experience in policy making and providing policy advice to governments and have considerable
exposure and network with consumer protection agencies;  
· Proven experience in dealing with senior government officials, parliamentarians and other identified
stakeholders; 
· Proven ability for accuracy under pressure and adherence to deadlines; 
· Good computer skills with adequate knowledge of multi-media presentation and dissemination of
outputs and documentation; and,
· Proven skills in writing and conversing in English.
· A thorough understanding of ASEAN, ASEC and AADCPII procedures will be considered added value.
