Save the Children

Save the Children is the world's leading independent child rights organization. We seek to make immediate and lasting change for children through implementation of programs and our advocacy and campaign work in countries where we work. The Communications and Advocacy department leads the development and implementation of our advocacy strategy/activities to achieve policy and political change; leads and manages Save the Children's advocacy engagement with the Indonesian government; and forges advocacy alliances with key opinion makers in Indonesia

One of our current global priorities is to be at the forefront of the debate on the development of a post-2015 framework to replace the Millennium Development Goals (MDGs) and to ensure that it is born out of a participatory process and emphasizes equality, equity, sustainability and rights above all else.

Job Purpose
Save the Children has recently extended a funding partnership to support its advocacy work on the post-2015 development framework in Indonesia so that our positions and public messaging fully reflect the wide spectrum of opinion across our global organization. To this aim we are recruiting a fixed term position in Jakarta, Indonesia to oversee Save the Children's broader advocacy and input on the post-2015 development agenda and provide assistance to the existing advocacy staff members.

The position we are looking for:

Advocacy Adviser (code: AAdv - Jkt) - based in Jakarta

Key accountability:
* Lead the development of a national advocacy strategy on the post 2015 MDG framework with support from Communication and Advocacy, and Programs staff
* Conduct political mapping and power analysis to inform the advocacy approach
* Lead the implementation of the Save the Children post-2015 advocacy strategy
* Undertake scoping and analysis of political progress and official processes to ensure timely input and engagement, including with respect to the UN national consultation
* Represent Save the Children and present our recommendations at high level events and meetings with government officials, UN agencies etc, including the UN national post-2015 consultation and/or regional consultation
* Support and monitor implementation of these national strategies in consultation with existing advocacy staff
* Organize and manage key external and internal events to support Save the Children's advocacy objectives around the post 2015 agenda, including major roundtables with high level policymakers
* Monitor country developments to identify and recommend the key opportunities for Save the Children to influence as well as potential barriers
* Provide tailored information and advice to members of the Save the Children International (SCI) family on targets and developments as appropriate to inform the global strategy
* Provide credible and effective guidance to colleagues involved in influencing decision/policymakers and initiatives around the post 2015 MDG agenda (including to the Country Director)
* Support Save the Children's participation in NGO coalitions and work closely with other NGOs, partners and networks to progress our post-2015 objectives
* Build and maintain relationships with multilateral institutions and key post-2015 global decision makers
* Prepare briefings, letters, other written materials and presentations for internal and external use and support the development of global policy briefings and reports as required
* Support media engagement strategies in key countries and globally, providing written materials and inputs where required
* Oversee project budget lines, identify necessary modifications, and provide regular reporting to Save the Children UK to ensure compliance with donor requirements
* Support other advocacy objectives of the Indonesia Country office as necessary

Person Specification
We would expect candidates to have at least 70% of the "highly desirable" skills listed below:

Highly desirable
* Excellent communication skills (written/spoken) for advocacy and media work, and awareness of political sensitivities
* Experience of managing projects and events
* Experience representing organizations with the media
* Understanding and experience of delivering advocacy in developing countries
* Experience of working in a multi-cultural environment
* Knowledge of international development, the MDG's, and UN processes and structures
* Strong conceptual and analytical skills and the ability to think strategically and creatively
* Ability to prioritize, plan and organize work in a complex institutional setting
* Experience in managing grant funding
* Track record in policy influencing
* Ability to work well and flexibly, while also able to take initiative and work under pressure with limited supervision
* Excellent spoken and written English (level 4 of 5)
* Commitment to Save the Children values, philosophy and Child Protection Policy

Desirable
* Experience working in an international organization
* Understanding of the Post 2015 development agenda
