Hivos

Hivos is currently looking for a Junior Finance Officer who can contribute in managing the regular Hivos Regional Office Southeast Asia (ROSEA) portfolios and the two new programs, i.e. the Southeast Asia Technology and Transparency Initiative (SEATTI) funded by Omidyar Network and SWITCH ASIA funded by European Union.

Director Hivos ROSEA, Program Manager of SEATTI and Program Manager SWITCH ASIA

III. Main Responsibilities
1. Managing project finance including budgeting, assessing financial report from partner organizations, preparing financial reports, filing financial documentation and organizing external audit for partner organizations.
2. Carrying out capacity building on financial management for partner organizations to ensure procedures and standards are met.
3. Supporting Hivos ROSEA office accounting.

IV. Specific Tasks
1. Budgeting SEATTI and SWITCH ASIA
a. Controlling and monitoring program budget SEATTI and SWITCH ASIA.
b. Checking and assessing yearly budget proposals from partner organizations in accordance with existing standards and procedures.
c. Ensuring the fund availability for SEATTI and SWITCH ASIA program.

2. Assessing financial reports from partner organizations of SEATTI, SWITCH ASIA and MFS fund.
a. Assessing financial reports of partner organizations to ensure the accuracy and correctness of budget charging, and also to ensure the consistency with the annual report.
b. Verifying whether the audited financial statements sent by partner organizations present sufficient information and insights of the overall financial management of the organizations.
c. Verifying all office equipment procured are in accordance with donors requirements.

3. Preparing financial reports of SEATTI and SWITCH ASIA program.
a. Ensuring the availability of all financial information for the reports in Hivos ROSEA database. 
b. Liaising with all related parties in preparing the financial reports.
c. Preparing financial reports by consolidating financial report of partner organizations and Hivos ROSEA for checking and approval of FO and Hivos Office Donor Relations.

4. Filing financial documentation
a. Establishing filing system to ensure the availability of required documents for SEATTI and SWITCH ASIA program.
b. Ensuring the completeness of supporting financial documents as required by donors.
c. Ensuring all office equipment purchased for SEATTI and SWITCH ASIA program are registered and maintained as required by donors.

5. Organizing external audit for partner organizations
a. Scheduling external audits for partner organizations as required by donors.
b. Coordinating with the appointed auditor and partner organizations to ensure the timeliness of audit report submissions to donors. 

6. Carrying out capacity building on financial management for partner organizations
a. Strengthening financial management capacities of partner organizations to ensure accuracy, transparency and accountability.
b. Conducting field visits as necessary

7. Other
a. Providing advices on financial matters related to SEATTI, SWITCH ASIA and MFS programs.
b. Supporting Hivos ROSEA office accounting as required.

V. Qualifications
• A degree in accounting
• Minimal 5 year work experience, with increasing level of responsibility, and preferably including experience with international donor organizations
• Meticulous attention to detail and documentation required
• Knowledge of and experience with project management and computerized administrative systems;
• Efficient, accurate and communicative;
• Capable to work independently and take initiatives, but also be a team worker;
• Excellent English language skills.
