GENERAL FUNCTION
The purpose of this post is to lead a field team in implementing the Bogor Refugee project, which aims to provide Afghani, Iranian, Iraqi, Sri Lankan,Pakistani and other refugees and asylum seekers in Indonesia with ESL and work/livelihood skills, and to provide unaccompanied minor (UAM) refugees with shelter and care as an alternative to detention (ATD),  providing an environment for adults and children that is characterized by positive human values, in accordance with World Relief’s policy and strategy in Indonesia.

POSITION IN ORGANISATION
·  Reports to the Country Director
·  Manages a project team implementing a work and life skills education and training and UAM Shelter project in Cisarua, Bogor, Indonesia;
·  Oversees local partners / project team implementing a UAM Shelter project in Medan;
·  Co-ordinates with the following other team members: Finance and Administration Manager, HR Officer and Volunteer Services Coordinator (HO).
·  Liaises closely with senior representatives of partner churches and organizations.
·  Manages day to day relationships with the Project and Teaching Assistant, ESL and Computer  Trainers, and ESL/Computer/Crafts Volunteers.

DUTIES AND KEY RESPONSIBILITIES
A.    Programme Management, Development and Reporting
·  Assist in developing the project at field level in coordination with project team and partners, consulting with the Country Director.
·  Monitor the humanitarian situation in the designated geographical area, making recommendations to the Country Director regarding potential needs and appropriate responses as required.
·  Within agreed country strategy, research and propose projects to be implemented in Cisarua and Jakarta for consideration by the Country Director and the appropriate technical unit in HO.
·  Responsible foe the management of local personnel, financial and material resources of the project to meet objectives.

B.    Training
·  Ensure that opportunities for staff and volunteer training are considered and provided where appropriate for the individual in relation to their role in the project in liaison with the HR Officer.

C.    Technical
·  In consultation with appropriate experts, develop and ensure the proper implementation of the curricula needed for the project activities/classes on adults and children’s ESL, basic computer applications, arts and crafts, and values education
·  Monitor and evaluate the quality teaching of teacher and training staff and volunteers

D.    Personnel Management and Spiritual Leadership
·  Lead and manage the local team including responsibility for their physical, mental and spiritual welfare, and ensuring that they are developed further towards their potential.
·  Provide appropriate management support including regular catch-ups, appraisals, personal development support, and disciplinary action in accordance with appropriate personnel policies.
·  Through personal example, motivation and establishment of appropriate meetings and support, ensure that the national and expatriate field team, display a credible and distinctive Christian witness.
·  Manage local office and accommodation where appropriate, ensuring adequate security, personal and communal space, and facilities for the health, comfort and well being of the team and any visitors.

E.    Security
·  Monitor the security situation in the designated geographical area of assignment, taking all necessary actions to maintain the safety of the World Relief local field team.
·  Ensure that local personnel comply with the area security plan and World Relief security policy, and are kept regularly informed of security matters.

F.    Representation
·  Act as World Relief’s field representative in liaison with Government agencies, UN agencies, donor bodies, other NGOs, community officials and World Relief partner organizations in the designated project area.

G.    Administration and Budget Management
 *  Manage delegated program budget(s) and ensure timely submission of financial accounts for all project expenditure to the Finance and Administration Manager.
 *  In coordination with the Finance and Administration Manager, ensure robust administrative systems for accountability are in place and an adequate logistics supply is maintained for the team and the project.

WORK ENVIRONMENT
· This position is based in Cisarua, Bogor, Indonesia as the center of operations. Travel to Jakarta government and partner offices, Medan project sites and the Country Office in Bali may be expected.
·  Working hours will be 40 hours per week, Monday to Friday but will be structured in light of the prevailing situation being addressed, and may be unsociable at times.
·  Available to be contacted 24 hours / day especially in emergencies
