ISEAN-Hivos-GF-R10-HIV/AIDS – Regional TRAINING COORDINATOR under the “Strengthening community systems to reduce vulnerability to and impact of HIV infection on MSM and TG in Insular Southeast Asia”

REQUEST FOR EXPRESSION OF INTEREST/ APPLICATIONS

The Humanist Institute for Co-operation with Developing Countries (Hivos) (Principal Recipient) and the Islands of Southeast Asian Network on MSM, TG, and HIV (ISEAN) (Co-Proponent) are currently implementing a regional grant supported by the Global Fund for AIDS, Malaria, and Tuberculosis (GFATM) Round 10. The Program’s full title is “Strengthening Community Systems to Reduce Vulnerability to and Impact of HIV infection on MSM and TG in Insular Southeast Asia’. This grant has the main goal of reducing (a) the vulnerability and risks of MSM and TG to HIV infection and (b) the impact of HIV on their lives in Insular Southeast Asia. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs. The Program Management Unit of the ISEAN-Hivos Program is based in Jakarta, Indoensia.

Hivos, as the Principal Recipient of the grant, is looking for a capable TRAINING COORDINATOR who shall perform the following functions:

1. Plan and coordinate local and regional training activities within the ISEAN-Hivos project;
2. Review and regularly update the ISEAN-Hivos Training Toolkit, in coordination with the Program Director and in collaboration with in-country Training Officers;
3. Ensure that planned local and regional trainings and training related-expenses are within set budgets;
4. With the PD and other program officers, assess management, technical assistance and training needs at the level of the PR and SRs; 
5. Assess the capacity and learning needs of in-country teams and training officers;
6. Manage the development and coordination of training curricula, manuals and educational tools;
7. Develop and implement a training evaluation system;
8. Develop, manage and maintain a training data base for the program, including consultant deliverables and evaluations;
9. Coordinate with national/regional stakeholders to identify appropriate facilitators for these training programmes, and act as a training facilitator as required;
10. Perform the role of the trainer/training facilitator as required;
11. Liaise with and monitor training consultants; 
12. Develop and implement quality assurance mechanisms to assess impact of training activities and systems;
13. Provide regular modifications of training curricula, manuals, etc. based on training needs and post-training assessments.
14. Liaise with PR and SR staff, consultants and training facilitators to identify and address technical assistance needs, including designing training, to strengthen the financial management capacity of finance staff and Program Officers at PR and SR levels;
15. Assist in the development of required reports for submission to the Global Fund and other stakeholders,
16. Lead in the development of the ISEAN Hivos Program bi-monthly newsletters;
17. Lead and coordinate documentation teams during activities and edit documents written in English, as necessary.
18. Provide technical inputs during discussions and other activities, and
19. Perform other functions as may be required in relation to the implementation of the ISEAN-Hivos Program.

Key Qualifications

1. Bachelor’s Degree in Psychology, the Social Sciences or related fields. A graduate degree will be considered as an advantage;
2. At least 3 years experience in conducting and coordinating trainings at the local/and or regional levels;\
3. Demonstrable skills in planning and conducting trainings;
4. High level of computer literacy, including use of ICT-based communications and media tools 
5. Preferably with experience working with Global Fund Programs or other developmental organizations or international NGO, particularly in a capacity related to training;
6. Familiarity with the concerns of MSMs and TGs in the South East Asian context;
7. Excellent communications skills preferably with fluency in written and spoken English;
8. Ability to edit and revise documents written in English;
9. Willingness and ability to travel extensively within South East Asia.
10. Capacity to work well within a team, in a multi-country context; and
11. High level of flexibility and willingness to cross-train in other functions

As the Hivos Regional Office for South East Asia is based in Jakarta and the post offers no expatriate benefits, this position is only open to citizens of Indonesia.
