By mid-2013 most of our international programs will be delivered through a merged operation with 14 000 staff, managed through seven regional hubs and reporting to a relatively small, central office. We’re changing to become more efficient, more aligned, a better partner, a stronger advocate, a magnet for world-class people and relevant for the 21st century. 

Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Save the children is now working to build education portfolio in Belu NTT; particularly for early childhood education (ECE) and early grade primary education. There are 3 projects for supporting facility improvement and access to learning materials at ECE centers, capacity building for teachers and facilitators, and community participation in ECE centers and schools; the projects are ANCP, SPECIAL and ANCP Innovation for Literacy Boost. Currently Save the Children has an immediate need for experienced staffs to be part of our team and will be based in Belu, NTT. 

The position we are looking for: 

Project Officer ANCP Literacy Boost (code: PO LB - Belu) – 1 post, based in Belu, NTT 

The post holder is responsible to responsible for supporting overall project management and implementation of all activities in target schools in Belu, NTT district. S/he will be responsible for the financial, programmatic implementation and monitoring of all project activities, and the development of the project workplan. S/he will ensure that all activities included in the implementation plan are implemented and literacy outcomes are assessed. S/he will report to the Senior Project Officer and be supported by a small finance and administration team in Belu, NTT. 

Job Responsibilities: 

1. Assist the Senior Project Officer in establishing the Literacy Boost project detailed implementation plan. 

2. Ensure Literacy Boost project activities in Belu are implemented according to the detailed implementation plan including leading the technical implementation of the project in the field. 

3. With input from outside technical experts, ensure high quality technical implementation of all project interventions according to global best practices, and lessons learned from SC programming in Indonesia and globally. Special emphasis will be placed on coordinating with Save the Children US outside technical experts who will support the Literacy Boost project. 

4. Ensure close collaboration with local stakeholders including establishing and developing strong and effective relationships with key district government officials and non-governmental stakeholders. This will include collaborating with the local government on school selection, coordinating teacher training, reporting, and project public events such as results dissemination. It will also include mobilizing communities in support of this project. 

5. Work with Save the Children US technical experts to validate and adapt training tools from other countries to the Belu context and use them to develop a training plan for teachers and communities. 

6. Together with the Program Officer and with assistance from other staff, develop an effective monitoring, evaluation and reporting system (including documenting activities) to ensure the effectiveness of project implementation. This will include facilitating the initial and year-end literacy assessments. 

7. Ensure the day to day management and reporting of project financial resources is in accordance with donor regulations and SCiIDN policies and procedures. 

8. Ensure timely submission of activity, financial, and monitoring reports in accordance with the Literacy Boost project M&E framework, donor requirements, and SCiIND requirements. 

9. Ensure that there is close coordination with other Save the Children projects in Belu. 

Requirements: 
Education: Bachelors University Degree or equivalent in a relevant field. 

Skill and Experiences: 

1. 4 years work experience with non-government organizations with minimum 3 years experience in managing education programs with international NGOs. 

2. Knowledge and skills in methods to promote improvements in early grade primary education. 

3. Proven skills to develop an implementation plan and then efficiently implement activities. 

4. Demonstrated ability to write high quality reports and other project documents in Indonesian and English. 

5. Proven ability to manage financial resources according to donor and organization regulations and reporting requirements. 

6. Proven ability to work in a multi-cultural team. 

7. Proven track timely program implementation including delivering established outputs. 

8. Strong internal and external coordination and ability to work effectively as part of a multi-cultural and multi-disciplinary team. 

9. Good quality technical skills and ability to implement a work plan. 

10. Ability to train and mentor. Patience and flexibility. 

11. Computer literacy skills in particularly in excel, word, etc. 

12. Good communication skills in Bahasa Indonesia and local language (if necessary). 

13. Ability to work in remote areas for extended periods of time.
