SCALING UP FOR MOST-AT-RISK POPULATIONS II (SUM II)

Information and Communication Technology Officer
SCALING UP FOR MOST-AT-RISK POPULATIONS II (SUM II) is a USAID-funded program that will provide targeted assistance in organizational performance required to scale-up effective, integrated HIV/AIDS interventions that lead to substantial and measurable behavior change among Most-at Risk Populations (MARPs) in targeted locations in Indonesia.  The project is managed by Training Resources Group, Inc.and RTI International. The organizational performance topics include accountability, administration, advocacy, finance, governance, knowledge management, leadership, management, monitoring and evaluation, networking, partnership, policy development, resource mobilization, strategic planning and transparency.  SUM II will provide and monitor small grants to qualified civil society organizations to support the scale-up of integrated interventions in “hotspots” where there is a high concentration of one or more MARP and high-risk behavior is prevalent. 
 
SUM II is currently seeking qualified individuals with experience in communication technologies and knowledge management related to HIV/AIDS, local civil society organizations and stakeholder development for the following position:
Information and Communications Technology Officer
Location            : Jakarta Office
Report to           : Monitoring & Evaluation Officer
Summary of Responsibilities:
Under the direction of SUM II M&E Officer, the Information and Communications Technology Officer is responsible for managing SUM II’s website, giving technical assistance to SUM II Partners in developing and maintaining their M&E database system and social media to promote their program, and to report on a monthly or regular basis to the M&E Officer. The Information and Communications Technology Officer is responsible for ensuring that SUM II Partners have competency to monitor and evaluate their program effectiveness by optimizing the M&E database system and assisting CSOs develop communications with MARPs and other stakeholders.  
Detailed Tasks and Responsibilities:
Under the supervision of the Monitoring and EvaluationOfficer, the specific duties and activities of this job are as follows:
1.       To manage SUM II website.
2.       To assist the M&E Officer to give technical assistance to SUM II Partners in developing and maintaining M&E database system 
3.       To assist the M&E Officer to ensure all reporting deadlines from SUM II Partners are met,  reports are accurate and of high quality
4.       To give technical assistance to SUM II Partners in utilizing the data from their M&E database system to improve the effectiveness of the program implementation
5.       To give technical assistance to SUM II Partners in developing and maintaining social media to promote their program
6.        Perform other related monitoring and evaluation tasks as required.
Qualifications
1.       Skills and knowledge in developing and maintaining website and database system (MySQL, PHP + HTML, EPI Info 7, Microsoft Access, visual basic)
2.       Able to work under pressure and tight deadlines
3.       High degree of adaptability to varied working environments and good interpersonal and teamwork skills.
4.       Good command of written and spoken Indonesian and English
5.       Experience in project funded by USAID is an advantage.
