The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
 
Within the focal area of “Regional Economic Integration” of the ASEAN-German Cooperation, the GIZ-supported projects “Competition Policy and Law in ASEAN” (CPL) and “Standards in the Southeast Asian Food Trade” (SAFT) are jointly seeking one qualified Indonesian candidate for the position of
 
Finance Manager

 
A.    Responsibilities
The Finance Manager is responsible for
  • the overall accounting of the CPL and the SAFT projects
  • assisting the Principal Advisors of CPL and SAFT in annual financial planning and monitoring
  • supervising two local staffs
  • ensuring that the provided services within the section are done in accordance with GIZ Financial and Accounting Guidelines
     
    The Finance Manager performs the following tasks:
     
    B.    Tasks
    1. Accounting
    • maintaining the overall smooth and correct functioning of the complete financial accounting systems of CPL and SAFT
    • ensuring an overall good flow of financial information among CPL and SAFT Jakarta offices, as well as the project and GIZ country offices in other ASEAN Member States (AMS)
    • assisting the Principal Advisors of CPL and SAFT to ensure compliance with GIZ OuR, regulations of GIZ Indonesia and other relevant country offices in the AMS for all regional and national activities
    • assisting in the follow-up of third party receivables (TPR), particularly with other GIZ country offices in the AMS
    • supervising and guiding the preparations for the annual Internal Controls of CPL and SAFT, as well as ensuring that the results and recommendations are applied
     
        2.    Financial Planning and Monitoring for CPL and SAFT
    • preparing the annual ”Barmittelplanung“ and keeping it up-to-date
    • conducting a regular “Barmittelmonitoring“ in a very disaggregated way (by indicator, by AMS)
    •  calculating all partner contributions in all AMS on a regular basis
       
          3.    Supervision and Guidance
      • disciplinary management for one Finance Professional (CPL) and
      • disciplinary management one Junior Accounting Professional (SAFT)
      •  providing advice to the local staff of CPL and SAFT in charge of accounting/finance in the other AMS
         
            4.    Other Duties/Additional Tasks
        • coordinating closely with the Administrative Professionals of both projects
        • processing additional tasks assigned by the two Principal Advisors and advising the projects on matters related to financial administration
        • backstopping the accounting of the project “Strengthening the Cooperation of Tax Authorities in ASEAN” (Study and Experts Fund)
           
          C.    Required qualifications, competences and experience

          Qualifications
          • University degree in relevant specialisation and qualification in business administration desirable (equivalent of BA or MBA)
          Professional experience
          • At least 6 years’ professional experience in finance and accounting within GIZ
          Other knowledge, additional competences
          • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
          • very good knowledge of English language, some knowledge of German will be an assets
          •  excellent management and organizational skills
          • willingness to travel to other AMS countries if required
          • experiences in working in comprehensive teams
          • experiences with ASEAN projects and procedures is desired
          • willingness to further develop skills as required by the tasks to be performed
           
          Duty Station: Jakarta (project office at Menara BCA, 45th Floor)
          Duration : as soon as possible until 31 December 2017.
          Direct Supervisor: Principal Advisor CPL II
