This position is for Indonesian Nationals only, based in Makassar Office, open ended Contract and on D level. 
Monitoring Evaluation & Learning for Economic Justice Programme 

Job Purpose: 
The job holder will be responsible for on-going development, coordination and implementation of the EJ MEL framework, in its contribution to overall country MEL Framework. He/she will work closely with EJ project managers, Eastern Indonesia Coordinator, and Program Quality Coordinator, to ensure that impacts, achievements, and learning are well and effectively captured and documented and taken into consideration for further programming. He/she will contribute to the strengthening the accountability of EJ team towards donors, partners and beneficiaries

Key Responsibility:

Programme Management:
·        Develop and update Guidelines and other resources that can assist staff and Partners in carrying out their MEL responsibilities; 
·        Supporting Programme Director Economic Justice to ensure high quality report on the Country Operational Plan and the overall EJ programme strategy as outlined in the Oxfam Country Strategy 2015 – 2020 
·        Support the Eastern Indonesia programme to ensure high quality MEAL 
·        Develop and conduct regular training, mentoring and technical advice to improve capacity and motivate partners and Oxfam staff; 
·        Ensuring evaluation/assessment reports or related MEL Activities are attached in Management Information System (MIS)/OPAL as Milestones. 
·        Provide strategic advice to program management on improving program performance and impacts and influencing other key stakeholders, using data and feedback from the field; 
·        Coordinating documentation and dissemination of achievements, lessons learned and good practice at the Program level so that they have an influencing impact; & 
·        Preparing and disseminating reports and presentations for donors, other CSOs, Local Government and other local and national stakeholders. 

Programme Development: 
·        Assisting EJ Coordinators and project managers on data analyses to identify areas of progress and for improvement and prepare quality reports; 
·        Assisting EJ Coordinators and project managers to identify, document and disseminate achievements, lessons learned and good practice at provincial level so that they have an influencing impact; 
·        Assist in the identification of partner capacity building needs in relation to MEL and providing on job mentoring and coaching; 
·        Contribute to wider Oxfam work at country, regional and global levels. 

Representation and Relationships: 
·        Coordinate, manage, participate in monitoring visits of Economic Justice activities by Government and/or donors together in coordination with Area officers and relevant EJ Coordinator/project managers ; 
·        Organising and/or implementing activities to promote learning among partner organizations including promotion of learning events and sharing information and resources from external sources. 
SKILLS AND COMPETENCE: 
·        A minimum of 4 years experience designing and implementing monitoring, evaluation and learning frameworks and systems. 
·        Demonstrated high level analytical skills. 
·        Experience in facilitation of workshop, and mentoring support for capacity building of partners. 
·        High quality interpersonal, representational and negotiation skills 
·        In depth understanding of community, regional and global development issues and their inter-relationships is desirable. 
·        Fluency in both written and spoken Indonesia and English. 
·        Computer literacy particularly MS Office and e-mail usage 
·        Ability  to manage multiple priorities and work under pressure and to deadlines.
