Position : Programme Manager for a Programme to be implemented by Hivos (grantee) with support from the European Commission (grantor) in Indonesia and the Philippines (full time)

The European Commission will support the promotion of Sustainable Consumption and Production (SCP) patterns and behavior in Asia through an improved understanding by mobilizing the private sector, i.e. SMEs, retailers, consumer organization, financial institution, along with relevant public sector authorities. Based in Jakarta, Indonesia, the project aims to promote SCP of hand-woven textiles (songket, ulos, lurik, abaca, ikat) in Indonesia and the Philippines by scaling up successful SCP practices throughout the market chain and supporting the development of an enabling policy environment. Hivos will implement the project together with 3 partner organizations who’s all have experience of working with producers, industry and government to promote the development of the sector. The action targets 8,500 hand-woven textile entrepreneurs and cooperatives in 20 provinces in Indonesia and the Philippines over 4 years project period.
Job Description
The Regional Program Manager will be responsible for the overall management including planning, implementing and monitoring of the programme in both countries. S/he will provide senior leadership to the overall operations and take responsibility for the overall performance and management of the programme. S/he will lead a team consisting of coordinators, officers, instructors and supporting staff of Hivos and implementing partners. The position is Jakarta-based with frequent travel in the SEA region, especially the Philippines.
Qualifications
- Proven experience in project management and implementation
- Experience in managing grants and sub-grants
- Knowledge and experience applying monitoring and evaluation tools and using information gathered to improve programme performance
- Experience in building capacity of partner organizations and demonstrated success in interacting with government agencies.
- Ability to work in multi- cultural environment and with a wide range of stakeholders.
- Outstanding English oral and written communication skills
- Working experience in at least one of the participating countries of the project.
- Ability to ensure that programme schedules and objectives are met
- Ability to travel to programme areas in the two programme countries (Indonesia, Philippines), and international meetings/conferences as required
Contract
The contract will be with Hivos Regional Office Southeast Asia (ROSEA). The initial appointment will be for one year with a possible extension of 2 years depending on performance. Hivos Terms and Conditions for Indonesian staff are applicable
