Netherlands Red Cross

Netherlands Red Cross is looking for candidates to be based in Jakarta, Indonesia for the post as:
FINANCE and ADMIN OFFICER

Specific DUTIES responsibilities and accountabilities:
 
1. The Finance Officer safeguards NLRC assets (financial and physical) against fraud, loss or misuse. S/he ensures that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, NLRC Policy, and any cost principles imposed by NLRC. S/he must demonstrate the ability to use sound business judgment in assuring that all costs are reasonable and necessary for the completion of the office projects and NLRC mission. 
2. With regard to Office budget, monitor cash flow, including fund transfers from NLRC HQ, local currency exchange, and petty cash, as per NLRC policies and procedures. Estimate upcoming cash needs and accrue expenditures as appropriate. Prepare and settle working advances to NLRC staff.
3. Conduct regular field visits in agreement with NLRC Finance Manager in order to ensure proper  financial management of NLRC projects. 
 4. Reconcile all financial transactions into an approved NLRC Field Expense Accounting System (WINPACCS) for the Indonesia Country office and submit timely reports each month, as per NLRC procedure for field expenses. Reconcile bank accounts and working advances monthly. 
 5. Support to Finance Manager during the annual Audit process with the local auditor. 
 6. Maintain documentation of all financial transactions and archive these according to NLRC procedures. 
 7. Oversee local procurement and execute all approved payments to local vendors, contractors and consultants for goods and services received, in accordance with the laws and regulations of Indonesia and NLRC regulations. Ensure that all paid invoices are in accordance with supporting documentation, including price quotes, purchase orders and shipping receipts, as per NLRC/ IFRC procedures for procurement.
 8. Assist Finance Manager in the preparation of  project budgets and pipeline expenditures. 
 9. Admin related tasks:  Act as NLRC liaison point in regards to IFRC and PMI building management issues. Check and verify support services costs: integration and delegation fees, IFRC management and workstation fees, monthly invoices and PMI contribution fees. Assist Program Officer in admin related tasks.
 10. Assistand support the Finance Manager on financial management and other related tasks in Finance
 11. Perform other relevant duties as assigned. 
 

Qualifications & Experience

a. A Minimum of Diploma in Finance, Accounting and/or Business Administration. Post graduate qualification in management field or its equivalent is an added advantage.
b. Two years professional work experience in a finance or accounting role is preferred. 
c. Experience of preparing budgets, cash flow statements & financial plans.
d. Good computer skills (Windows, spreadsheets, word-processing and accounting packages).
e. Good communication skills, with good spoken and written English and Bahasa Indonesia.
f.  Good teamplayer, but able to work independently in tasks.
g. Experience of working for the Red Cross/Red Crescent is preferred.
