ICLEI

ICLEI Local Governments for Sustainability, South-East Asia, seeks a qualified and experienced person as Team Leader of its newly established Indonesia Office.  The office is co-located with the Asosiasi Pemerintah Kota di Seluruh Indonesia (APEKSI) at Taman Rasuna, Kuningan, Jakarta.

ICLEI provides support to cities to build their resilience, through low carbon strategies, climate change adaptation programs and other sustainable development tools and programs.  The Team Leader will lead a small team of advisers drawn from partner organizations.  In the first instance the Team Leader will focus on two new programs, however this focus will broaden over time.

Urban Low Emissions Development Strategies (Urban LEDS) – funded by the European Union through UN Habitat, this program will support two model cities and up to 8 satellite cities to develop comprehensive low emissions strategies and investment plans.

Asian Cities Climate Change Resilience Network (ACCCRN) – funded by the Rockefeller Foundation, this program will support up to ten cities in Indonesia to develop climate change resilience strategies.

ICLEI Indonesia Team Leader

Location                               APEKSI Office, Rasuna Office Park.  Note this position is based in Jakarta but the Team     Leader is expected to be available to travel regularly to other parts of the country and occasionally internationally.
Supervisor                            Director International Programs, ICLEI Oceania and Regional Director ICLEI – South-East Asia

Role Brief
·  Responsible to lead the team providing ICLEI advisory services to Indonesian cities, in the first instance ACCCRN and Urban LEDS
·  Assist to establish and build up an ICLEI Indonesia Project Office

Key Duties
·  Organise and lead workshops with cities
·  Provide technical support and training to cities
·  Establish effective communication systems and relationships with target cities, at senior officer and walikota levels
·  Provide verbal and written reports as required
·  Monitor project expenditure against established budgets and liaise with APEKSI and ICLEI for financial transactions
·  Assist to generate communications materials, website content etc
·  Supervise other staff in the ICLEI team
·  Participate in dialogues with national government and other key stakeholders
·  Conduct research to support the projects
·  Provide or oversee translation of material into Bahasa Indonesia
·  Assist to establish and maintain Project Office structures and governance arrangements, possibly including establishment of a Yayasan
·  Assist to promote ICLEI among Indonesian kota and kabupaten and to recruit new members


Key Selection Criteria  

1. Qualifications and experience
·   Tertiary qualification in Engineering or a related field (Environment, Planning, Energy etc)
·   Indonesian nationality
·   Minimum 3 years’ experience in local Energy Efficiency and Renewable Energy (EE&RE) solutions
·   Expertise in local energy policy development and implementation within the national / international policy and legislative framework
·   Proven hands-on experience in EE&RE project management and implementation

2. Technical Skills
·   A sound understanding of sustainable development, low carbon development and climate change adaptation in the city government context
·   Extensive experience working with cities
·   Good knowledge of local, provincial and national government systems
·   Strong team leadership
·   Fluent in written and spoken English
·   Good research skills
·   Excellent writing, presentation and communication skills
·   Able to work independently and as part of a dynamic group
·   Ability and willingness to travel extensively locally and internationally
·   Excellent relevant computer and software skills

Salary and Benefits
·   Salary will be negotiated depending upon qualifications and experience and in accordance with a senior specialist level for
international NGOs
·   To be engaged as an independent contractor in the first instance
