REQUEST FOR APPLICATION #605700.01.12.905. RFA

1. Background

Management Systems International, through its Strengthening Integrity and Accountability Program 1 (SIAP 1) is seeking qualified bids for is a new opportunity.

SIAP 1 is a five years program, funded by the United States Agency for International Development, and aims to contribute to good governance in Indonesia by strengthening integrity and accountability in government - principally at the national level. It will do this by supporting governmental and non-governmental efforts to strengthen the effectiveness of accountability bodies; external monitoring; and mobilizing public support.

The two major components of MSI-SIAP 1 are:

1. Supporting efforts of key accountability agencies such as the Corruption Eradication Commission (KPK) and the Supreme Audit Body (BPK) to strengthen integrity and accountability in government.

2. Supporting efforts to strengthen political integrity and accountability by reducing the influence of "money politics."

During 2013, MSI-SIAP I has been tasked by USAID to provide support effort to strengthen and educate the public on the importance and technique on campaign funding monitoring and money politics as part of the effort to involve the public to participate in developing a democratic election with integrity.

2. Objective
The main objectives of this program are to encourage public awareness in monitoring the money-politics practices during the candidacy process and political parties' campaign finance, to improve their monitoring capacity, and to conduct public monitoring to enhance transparency, accountability and integrity of the election

3. Illustrative Tasks and Expected Results

This program covers public monitoring at the national level, one province in Sumatera, one province in Kalimantan, one province in eastern Indonesia. Bidders should propose provinces for monitoring, based on campaign finance history and local partner capacity.

Public monitoring on money politics and campaign finance in the 2014 election will consist of several main activities including: monitoring tool development, capacity development for the volunteers, observing the candidacy process and campaign, and evaluation of monitoring result.
