Terms of Reference
Sustainable Fisheries Specialist

Introduction and Background
The public expenditure and revenue analysis (PERA) study is AIPD’s initiative that aims to establish evidence-based policy making and to enhance analytical capacity of local research institutions.  In 2012, AIPD aims to implement public expenditure and revenue analysis (PERA) studies in all 20 districts and the Papua Barat province. 
 
The Walton Family Foundation’s Bird’s Head Seascape (BHS) initiative aims to promote biodiversity through the establishment of marine protected areas in Papua Barat. Mazars Starling Resources (MSR) has partnered with BHS implementing partners, Conservation International, The Nature Conservancy, World Wide Fund for Nature and RARE, to support the development of sustainable regulatory, financial and capacity systems by formulating a strategy to mobilize local government allocations, institutional capacity building , and developing a BHS financing strategy.
 
AIPD and MSR have established a formal collaboration to cooperate in working with local government leaders and members of local planning and parliamentary bodies to develop a better understanding of MPA issues and build constituencies of support in Raja Ampat and West Papua for allocating public funds to MPAs.  The organizations will collaborate in the PERA Raja Ampat and Papua Barat studies. The organizations will collaborate on two studies, one at the district level for Raja Ampat and the other at the provincial level for Papua Barat, to highlight marine conservation as a local issue of importance in PERA studies. Through BaKTI, AIPD hires a group of local researchers that will conduct the study, while MSR will provide an expert that will focus on sustainable fisheries economics, and marine conservation and analysis. 

Purpose
The purpose of this position is to support the PERA Raja Ampat and PERA Province of Papua Barat by providing expertise and analysis in the economics of sustainable fisheries management and marine conservation.


Duties and responsibilities
Working under the supervision of the Papua Barat Team Leader and reporting to MSR, the Sustainable Fisheries Specialist Specialist is responsible for:
a.  Developing guidelines on mainstreaming sustainable fishery management and marine conservation analyses in the PERA studies
b.  Reviewing primary and secondary data related to fisheries, the marine environment and conservation issues to identify possible data gaps
c.  Writing chapters/sections for necessary reports and analyses on government financing of sustainable fisheries, the marine environment and conservation to be included in PERA Papua Barat and PERA Raja Ampat studies
d.  Liaise with government officials to collect financial data related to fisheries and marine management.


Outputs
The Sustainable Fisheries Specialist is expected to produce the following outputs:
1.  Guidelines on mainstreaming sustainable fisheries management, marine environment and conservation analyses in the PERA studies
2.  Chapters/sections on sustainable fisheries management, marine environment and conservation analyses in PERA Papua Barat and PERA Raja Ampat studies.

Liaison / Reporting
The Sustainable Fisheries Specialist will report to the Senior Manager at Mazars Starling Resources. In conducting his/ her assignments, the Specialist will work closely with the Papua Barat PERA team. 

Qualifications /
Experience
1.  Tertiary qualification in fields relevant to sustainable fisheries management, policy, or economics,  natural resource economics, and marine conservation issues. 
2.  A minimum of five years work experience in sustainable fisheries management and marine conservation issues specifically in the realm of economics or policy, data collection and analyses. 
3.  Familiar with issues related to public financing of conservation and/or fisheries.
4.  Work experience in Papua Barat; demonstrated knowledge of local culture and political issues.
5.  Proven ability to deliver high quality outputs on time.
6.  Excellent communication skills in Bahasa Indonesia and English.
7.  Well-developed interpersonal skills 
8.  Experience liaising with government officials, legislators and ministries.
9.  Entrepreneurial, self-motivated and able to work with minimum supervision.  Able to discern and seize opportunities and innovate on the job.
10.   Good team player.

Timing / Duration
The Sustainable Fisheries Specialist will work on a full-time basis (depending on availability and evolving needs of the position) and be contracted starting from November 2012 until 31 March 2013 with opportunities to renew the contract. 

Location
The Sustainable Fisheries Specialist will be based in Papua Barat or expected to travel approximately 10 days per month to Waisai and Manokwari, Papua Barat.
