II. Organizational Context and Scope

Background 
The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. The organization acts to help meet the operational challenges of migration, advance understanding of migration issues, encourage social and economic development through migration, and work towards effective respect for the human rights and well-being of migrants. IOM’s work includes preparedness and response activities in migration crises and humanitarian emergencies through recovery and transitional settings. 

IOM Indonesia has been working in disaster management for more than three decades, and is gearing up to implement a 24-month Disaster Management Capacity Building and Community Resilience project in West Java. The overall project objective is to contribute to the Government of Indonesia’s continuing disaster management efforts, with the end in view of reducing vulnerability and enhancing resilience of communities to natural disasters. The project will be carried out by IOM in partnership with the Australia Indonesia Facility for Disaster Risk Reduction (AIFDR), Disaster Risk Reduction Platforms, relevant national and sub-national government authorities, the private sector and vulnerable communities in selected districts in West Java province

General Functions:
Under the direct supervision and management of the Head of Office / Project Manager, the incumbent will provide technical assistance related to Information Management - Monitoring and Evaluation for the “STRENGTHENING DISASTER MANAGEMENT CAPACITY AND COMMUNITY RESILIENCE IN WEST JAVA” project.


III. Responsibilities and Accountabilities

1.       Provide oversight in monitoring of project activities to assess the overall project implementation with respect to the relevance of the project, the effectiveness of initiatives, and key drivers and factors of success
2.       Ensure proper monitoring and information collection of project results that captures changes against the baseline for the project outcome/output with reliable and verifiable sources of information;
3.       Based on results of monitoring, where necessary, undertake trouble shooting, suggest corrective measures to the HoSo/PM to make the project stay on track and make arrangements for provision of necessary technical assistance to implementing partners; 
4.       Take a lead in effective monitoring of activities results implemented by the Project and/or in partnership with other key IOM partners 
5.       Initiate the periodic desk review of the program operational and administrative activities; providing recommendations to the HoSO to streamline IOM and local partner/ grantee procedures with a view to increasing effectiveness and efficiency
6.       Support the project implementation to ensure efficiency of assistance by tracking strategies and actions being taken by partners that contributes to the DRR outcomes/outputs;
7.       Work closely with and assist the project team in producing required reporting under the IOM internal Monitoring & Reporting frameworks, and agreements with donor agencies and other key IOM partners; 
8.       Ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner. 
9.       Lead the development and implementation of surveys, tracking tools, and computer analysis tools for both quantitative and qualitative data that will be used for adjusting Programs implementation, improving the strategic focus of field operations, providing regular reporting on key issues as defined by the Project Manager/Head of Sub Office. 
10.   Contribute to the program monitoring of performance indicators and regular reporting systems by preparing data analysis and reports in accordance to program needs. 
11.   Lead the sub-office Information Management – Monitoring and Evaluation Unit in collaboration with GIS/Information Management Training Coordinator maintain project database, making use of the existing tools and introducing new element as deemed necessary.   
12.   Collect information of the on-going DRR-related initiatives that capture the good practices, the challenges, and the lesson learned implemented by the project, government and non government agencies, and donor agencies
13.   Make sound contributions to knowledge networks and communities of practice;
14.   Produce, assimilate, analyse and use programs information from varied and diverse sources to provide in-depth analysis 
15.   Work closely with Project and Partnership Coordinator, Gender Specialist, and other relevant departments and units, developing database and ensuring smooth and constant flow of project-derived data from all activities recorded
16.   Participate in theme group analysis, project technical meetings, workshops/seminars when deemed necessary and /or requested by the HoSO/Project Manager 
17.   Act as the focal point for BNPB, relevant Technical Working Groups and other national counterparts 
18.   Work with project team to ensure quality of documentation and reporting
19.   Provide capacity-building for project team on the IOM operational guidelines, IOM rules and regulations. 
 20.   Adhere to IOM data protection confidentiality policy as well as strict compliance to IOM Code of Conduct at all times. 
21.   Perform any other duties as may assigned by Head of Office/PM

V. Education and Experience 
a)      University degree preferably master degree in Humanities and Social Sciences, Business Administration, International Relations. A Master Degree in any of these fields will be highly regarded.  
b)     At least six years of professional experience in the development and implementation of community-based projects in development and/or in the humanitarian sector with minimum two years at managerial level
c)      Thorough knowledge of government structure and development planning and experience in liaison with government agencies, donor, and INGOs/NGOs.



VI. Languages
Fluent in English and Bahasa Indonesia. Ability to speak Sundanese is an advantage.
