International Organization for Migration (IOM) Indonesia is looking for 2 (two) Project Clerk (DRR Facilitator) according to the terms of reference below.

II. Organizational Context and Scope
Under the direct supervision of DRR Coordinator and the overall supervision of the Head of Sub-Office, the Project Clerk (DRR Facilitator)  will be based in district satellite office and assist with the planning, implementation and monitoring of the Disaster Risk Reduction (DRR) components at district level in West Java Province
 

III. Responsibilities and Accountabilities
1.       Assist DRR Facilitator II in ensuring that all DRR components of the project are implemented in line with the approved proposal, project action plans and log-frames; 
2.       Assist in developing work plan and implementing day-to-day project activities at district level; 
3.       Assist in preparing, organizing, and notes taking of planning session/workshops with government and other stakeholders to expand on project activities, timeframe and expected results;
4.       Work together with DRR Facilitator II to build and maintain liaison with government and relevant DRR stakeholders and platforms at district, sub-district and village level and facilitate bilateral or multi-lateral meetings at those levels;
5.       Assist DRR Facilitator II, carry out advocacy and lobbying activities to various government departments at district, sub-district and village level 
6.       Assist in conducting various strategic planning and activities in developing District Disaster Management Plan and Resilient Villages;
7.       Under supervision of DRR Facilitator II, provide technical assistance and capacity building to District BPBD, relevant government offices and targeted communities pertaining DRR;
8.       In coordination with DRR Facilitator, actively participate in government coordination and development planning mechanism at various levels (district, sub-district, and village) to ensure that the Project stays in tune with local issues and development related to DRR and to encourage DRR mainstreaming into the government development priorities; 
9.       Assist DRR Facilitator II in conducting data gathering and update in support of monitoring and evaluation activities;
10.   Assist District Engagement Facilitator with  IOM’s awareness- raise activities to all relevant DRR stakeholders at local level through various DRR awareness raising activities and dissemination of IEC materials engaging government, partners, stakeholders and the public at local level; 
11.   Act with integrity and professionalism and in accordance with IOM’s Code of Conduct, at all times;
12.   Perform other duties as may be assigned by supervisor.

Technical
a)      Good understanding of national and sub-national DRR system, framework and regulations. Strong coordination and facilitation skills.

d)     Proficient in computer applications 

V. Education and Experience 
a)      Minimum Diploma degree (D3), preferably in environment, disaster management, social science, or alternatively, combination of related education and professional experience. University Degree is advantage.
b)     At least three years of professional experience with Disaster Risk Reduction (DRR) and/or Community Based Disaster Risk Management (CBDRM) Project.
c)      Familiarity with Disaster Risk Reduction issues and Indonesian Spatial Data and Disaster Management laws.
d)     Experience working in International or local NGOs, government DRR platform.
e)      Previous and relevant experience working with community mobilization participatory approach and/or monitoring evaluation activities

VI. Languages
Fluency in English and Bahasa Indonesia both written and spoken. Ability to speak Sundanese is an advantage.
