Indonesia Urban Water Sanitation and Hygiene (IUWASH)

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program (2011 – 2016) funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services.
To achieve the above, assistance provided by the project is divided under three main technical components, including: 
    • Mobilizing demand for WatSan service delivery; 
    • Improving and expanding capacity for WatSan service delivery; and
    • Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery.
    IUWASH will apply different approaches and interventions with its local partners, such as local Water utilities, local and national government institutions, NGOs and communities to address water, sanitation and hygiene.     The Sanitation Training Specialistbased in Jakarta (Job Code : STS -JKT) – Short Term Technical Consultant (STTA)

    The objective of this assignment is the compilation of a comprehensive Training Guide for SME/Sanitation Entrepreneurs in urban areas. This will be comprised of a set of training modules for a standardized three-day training curriculum that is adequate for individuals, family businesses, and established SMEs for developing entrepreneurial skills for entering into the “sanitation business”.
    The training guide shall be suitable for the implementation of SME training by various stakeholders; including Dinas Kesehatan, UPTD PAL, Cooperatives, and others institutions that are mandated for the construction and roll-out of standardized household sanitation facilities at community level.
    SCOPE OF WORKS
    The Consultant will closely work with nominated national and regional IUWASH team members and will conduct occasional coordination meetings with key partners, including MOH, MOPWH, and WSP
    The consultant will build on previous work done by WSP and several regional IUWASH teams, and will review and in principle compile the SME/Sanitation Entrepreneur Training Guide on the basis of available materials. It is intended to structure the individual training modules (comprising class room training and field practice) as stand-alone “menus” that can be applied on the bases is actual training needs. Whereas the full curriculum is to be designed for (estimated) three days, individual training modules can be offered for one day “refresher” courses. 

    Specific tasks of this assignment include:

    ·         Preparation of a preliminary work plan, agreement on methodology and the role of supporting IUWASH staff.
    ·         Review of existing training materials, which were previously developed by MOH, WSP and IUWASH.
    ·         Preparation of initial outline of training materials/modules, considering available materials and recognized capacity building needs.
    ·         Development of concepts for each agreed training module and presentation to immediate stakeholders for endorsement (event).
    ·         Pretesting of materials for selected SME/sanitation entrepreneurs in two IUWASH regions (event).
    ·         Finalization of SME/Sanitation Entrepreneur Training Guide and associated training modules and curriculum.
    ·         Final dissemination of materials to selected IUWASH stakeholders (event).
    DELIVERABLES
    The key deliverables comprise a comprehensive training guideline and associated set of training modules and a standardized three days training curriculum that are appropriate for individuals, family businesses, and established SMEs for developing entrepreneurial skills for entering into the “sanitation business”.
    The preliminary outline of the Training Guide comprises following main elements:

    A.      Introduction into the Guideline

    B.      Training Logistics and Preparation

    C.      Training Modules

    C.1 Introduction (including the expanding market for sanitation construction services)

    C.2 Internal SME Capacity Development

    C.3 Sanitation Marketing (including marketing concepts, and the importanc of BCC, and gender considerations.

    C.4 Construction of sanitation systems in accordance with national standards (SNI)

    The training curriculum needs to be structured in a way that the four training modules (C.1 to C.4) are implemented through a healthy mix of class room sessions and field practice.
    TERMS & CONDITIONS OF THE ASSIGNMENT
    Assignment and Reporting
    The Consultant will work in the IUWASH Project Office in Jakarta. Required travelling within Jakarta and/or to other cities will be arranged by IUWASH. The Consultant will report to the National Sanitation Coordinator (PIC) and the Senior Sanitation Advisor.

    Required Qualifications and Experience
    The Consultant should have an S-1 degree in Business Development and/or Environmental Engineering and/or extensive sector and training experience, with a minimum of 8 years’ experience working with government agencies in infrastructure development and capacity building within the sanitation sector.
