Organizational Background
The ASEAN General Election Network for Disability Access (AGENDA) is a project supported by USAID that aims to improve access to political and electoral opportunities for people with disabilities in South East Asia countries. AGENDA has successfully established partnership with 12 DPOs and CSOs from 7 Southeast ASEAN countries: Indonesia, The Philippines, Malaysia, Vietnam, Laos, Cambodia, and Thailand. The organizations are the International Foundation for Electoral Systems (IFES), Indonesia Disabled People's Association (Persatuan Penyandang Cacat Indonesia, PPCI), the Center for Election Access of Citizens with Disabilities (Pusat Pemilihan Umum Akses Penyandang Cacat, PPUA Penca), the People's Voter Education Network (Jaringan Pendidikan Pemilih untuk Rakyat, JPPR), the Cambodia Disabled People Organization (CDPO), the Neutral and Impartial Committee for Free and Fair Elections in Cambodia (NICFEC), Malaysian Confederation of the Disabled (MCD), Malaysians for Free and Fair Elections (MAFREL), Katipunan ng Maykapansanan sa Pilipinas Inc (KAMPI), the Council of Disabled People of Thailand (CDPT), Hanoi Independent Living Center (HILC), and Laos Disabled People's Association (LDPA).
In order to understand the situation of political participation of people with disabilities and election access in South-East Asian countries, AGENDA through PPUA Penca has been conducting a regional research on election access for persons with disabilities. The objectives are: (1) to review the legal frameworks, (2) to identify challenges and barriers, (3) to compile the good practices on election access, (4) to review the DPO engagement, and (5) to review the latest innovations for accessible elections. Each DPO in each partner country is responsible on the data collection process and they will produce their national reports. These will be the source for the regional report make by PPUA Penca.
In this regard, PPUA Penca is looking for a researcher for short term duration, from November 2012 to March 2013.
The scope of work:
1. Serve as primary point of contact with the regional partners to meet the scheduled activities.
2. Coach and oversee the research-related activities held by the regional partners
3. Together with the lead researcher, review the national reports made by the regional partners
4. Together with the lead researcher, analyze all collected data.
5. Together with the lead researcher, produce a final regional report.
Expected outputs
1. Final national reports per partner country.
2. Final regional report.
Qualifications
Minimum Bachelor degree in Social Sciences or relevant area is required, Master degree is preferred.
Minimum of 5 years of research experience for Bachelors, and 3 years for Masters.
Proven competencies on research methods, both quantitative and qualitative.
Experiences in disability and/or election are preferred.
Strong team working and client relationship skills as well as ability to work independently.
Good communication skills and written/spoken fluency in English are required.
Good interpersonal skills, including having patience and willingness to assist as well as having equality perspective are required.
Reporting
The researcher will report to Ms. Ancilla Y.S. Irwan, Lead Researcher for day-to-day direction and guidance. Ms. Riri Rafiani, Project Officer of AGENDA/PPUA Penca, will also provide guidance.
