Information and Monitoring and Evaluation (M&E) Officer

Project Summary:

The objective of SIAP-1 is to contribute to good governance in Indonesia by strengthening integrity and accountability in government – principally at the national level. It does this by supporting governmental and non-governmental efforts to strengthen integrity and accountability. Two major components of SIAP-1 are:

1. Supporting efforts by key accountability agencies such as the Corruption Eradication Commission (KPK) and the Supreme Audit Body (BPK) to strengthen integrity and accountability in government.

2. Supporting efforts to strengthen political integrity and accountability by reducing the influence of “money politics.” This includes support for efforts to strengthen the fair regulation of political finance and effective oversight and enforcement.

 

Position Summary:

The Information/M&E Officer reports to the Chief of Party (COP) and provides periodic feedback on measureable achievements towards targets of the Strengthening Integrity and Accountability Program-1 as detailed in the Project Description of the Cooperative Agreement with USAID. In the event of project slippage regarding these targets, this Officer will offer early warning that will trigger rethinking and adjustment of the project plan.

Responsibilities:                   

·         Provide support to update the Performance Monitoring Plan (PMP) and performance indicators within the last year of the project;

·         Write draft M&E reports for review by the COP and MSI Technical Director;

·         Ensure that M&E reports are produced on time and in a technically valid, high-quality manner;

·         Oversee the production of requested analyses of the data responding to requests from the USAID Mission in Indonesia;

·         Provide training to project staff on the PMP, the performance indicators, and how to collect the needed data;

·         Ensure that the project’s technical staff collect the required data for all performance indicators;

·         Support technical teams in working with partner organizations and grantees, helping them to collect and organize data on performance indicators; 

·         Ensure that the reporting data is collected in a technically correct manner and accurately reflect field realities and meet quality standards;

·         Organize and maintain effective and consistent data flow, system management, initial quality control, and production of initial basic analyses (trends, graphs, anomalous results, etc.).

·         Produce the quarterly results tables;

·         Suggest additional useful analyses and carry out research or supervise short-term TA as assigned.

·         Manage the project’s M&E system ensuring the accurate documentation and reporting of project results

·         Build strong working relationships with Government of Indonesia and civil society partners;

·         Oversee the M&E database ensuring data is entered accurately and is available for reports;

·         Conduct data verification exercises including data review and site visits (which may require travel throughout Indonesia);

·         Manage the repository of tools, guidelines and reference documents for M&E and other materials.

·         Coordinate the process of preparing quarterly and annual reports, including the collection and collation of component-based reports, integration of M+E data.

·         Track and advise program components on the sustainability indicators and their performance.

General provisions and limitations:

·         All final decisions related to this Project are made by the COP and MSI/HQ responsible and authorized personnel.

·         Any communication with USAID is the authority of the COP and MSI/HQ responsible and authorized personnel.

The organization combats the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research. Each year, their programs directly benefit millions of people, and children are a primary concern.

SUMMARY OF PROGRAM:

Diabetic Retinopathy (DR) is one of the leading causes of preventable blindness among working age populations. There are currently over 9 million people with diabetes living in Indonesia; the fourth largest number in the world.

Since 2009, Helen Keller International – Indonesia (HKI-I) in collaboration with Cipto Mangunkusumo Hospital, with the support of Standard Chartered Bank (SCB) and World Diabetes Foundation (WDF) were developing the diabetic retinopathy screening program in Jakarta Province. Within the DR Program, the screening procedures, standards for grading and treatment for diabetes patients were established.

Through SiB Phase V Program, the DR Program has been expanded to Bandung and Jogjakarta. The program will build the capacity of the hospital team to be able to provide comprehensive services for DR patients. Health promotion is one of key component to increase awareness among the patients, their family and the community.

HKI Indonesia is looking for Indonesian candidates with suitable qualifications and experience to fill this position: Program Coordinator (PC)

DUTIES:

The Program Coordinator (PC) is responsible for the implementation of DR Program and the role includes the following functions:

–      Preparatory planning and implementation of the program for the three sites

–      Coordinate activities relating to retinal photography, grading, referral and treatment between the area of screening (community, medical clinic) and the referral center.

–      Liaise with the ophthalmologists at the referral centers to develop appropriate systems and monitor these systems accordingly.

–      Liaise with program partners in three sites.

–      Coordinate training activities for graders, photographers, ophthalmologists, GPs, health workers and educators along with the Senior Technical Coordinator

–      Liaise with the communications officer for production of appropriate Information, education and communication materials; writing success stories and media campaigning through radio and TV talk shows

–      Liaise with the M and E Manager for strategies to monitor the various aspects of the program.

–      Monthly budget planning for each site.

–      Provide timely and appropriate data to the program manager for reporting.

–      Provide any additional supports to the Program Manager whenever required.

DESIRABLE QUALIFICATIONS

·         University degree in Public Health, Medical, Nutrition, Social Science or related discipline. Masters degree is a plus.

·         At least 3 years experience in handling the Health Programs

·         Experience working in I-NGO or hospital/clinic environment.

·         Knowledge about the government bureaucracy mainly the Department of Health and understand about the public health services system in Indonesia.

·         Fully computer literate with working knowledge of database system.

MONITORING AND EVALUATION (M&E) SPECIALIST

I.    Background
The USAID-funded ASEAN-U.S. Partnership for Good Governance, Equitable and Sustainable Development and Security (PROGRESS) assists ASEAN in implementing its vision of a Southeast Asia living in peace, stability, and prosperity by enhancing its ability to advance good governance, improving its capacity to promote equitable and sustainable human development, and increasing the institutional capacity of the ASEAN Secretariat. PROGRESS seeks a long term Monitoring and Evaluation (M&E) Specialist to assist with project implementation.

II.    Purpose
The M&E Specialist will lead efforts in overseeing PROGRESS M&E systems, including collecting and processing data, entering information into the project’s management information systems, developing M&E instruments and protocols for project events and technical outputs, and preparing reports.

III.    OBJECTIVES AND DUTIES

Specifically, the M&E Specialist will perform the following tasks:

·    Manage the M&E System in collaboration with the Deputy Chief of Party and design data collection methodology and tools.
·    Manage data collection processes, data management, analysis, and reporting.
·    Analyze indicator results in the context of the project Work Plan and provide strategies to improve project performance.
·    On a quarterly basis, consolidate and present indicator results in the Quarterly Report and ensure that all M&E data, including TraiNet information, is collected and entered accurately.
·    Ensure that M&E protocols are followed for all project activities and effectively measure outputs, outcomes, and impact.
·    Meet with USAID counterparts and other stakeholders to brief them on M&E implementation and results as necessary.
·    Ensure gender, youth, and minority considerations are integrated into activities.
·    Provide ongoing staff training on M&E, data collection, survey protocols, and data quality.
·    Support the Deputy Chief of Party (DCOP) and Communications Specialist in facilitating internal and external communications about program results.
·    Perform other duties as assigned by the COP and DCOP.

IV.    Supervision
The M&E Advisor will be based in Jakarta, Indonesia. His/her work location is the PROGRESS office at Jl. Iskandarsyah. He/She will report to the Deputy Chief of Party.

V.    Education and Qualifications
·    Four year university degree required
·    At least five years of M&E experience, including data collection and quality control
·    Experience in development programs required, USAID experience preferred
·    Excellent interpersonal and organizational skills
·    Strong written and spoken English required

Functional context

The Financial Tender Support and Compliance Officer provides financial and  accounting support to the Finance Controller and program teams in the development and execution of programmmes. The Financial Tender Support and Compliance Officer advises the Coordinator/Senior Business Development

The Financial Tender Support and Compliance Officer works with the Finance  Controller, who is in charge of the overall controls. S/he also interacts with the Finance Officer, who supports programme and project teams in both the resource mobilisation process and the result delivery process and the
financial project accounting. Contact with management is probable, as the  main task concern compliance with donor requirements in terms of budget and deployment of proposals and contracts (implementation).

Roles and responsibilities:

1. Budgeting and forecasting.

a. To learn all related donor's guidelines before budget preparation to ensure the capability of Hivos to comply with requirements.

b. To develop budget to be embedded in project proposal, together with programme teams, using Hivos' budget tools and to ensure that related parties are enabled to work according to guidelines.

c. To review budget with local partners on a regular basis, to regularly  monitor and document grant expenditures and grant funded activity to ensure effective grant management and advancement of programme implementation.

d. To review and communicate grant expiration dates, altered timeframes, milestones and major changes in budgets and to prepare adjustment as necessary (including extension of project, budget amendments, plan change, programme evaluation etc).

e. To monitor budget allocations, expenditures, fund balances and related  financial activities for the purpose of ensuring that allocations are accurate and recorded, expenses are within budget limits and/or fiscal
practices are followed.

f. To attend donor meetings and trainings as needed.

g. To participate in meetings, workshops and seminars for the purpose of  conveying and/or gathering information required to perform functions.

h. To serve as an institutional resource on grant compliance, participate in the review of new funding opportunities and provide critical feedback on institutional eligibility and risk.

2. Compliance.

a. To comply with donor and Hivos' requirements.

b. To ensure that contracts issued by Hivos to local partners comply with  donor and Hivos' requirements.

c. To establish policies and procedures to ensure compliance with donor and Hivos' requirements.

d. To ensure local partners' project budget and timeframe according tobudget and timeframe approved by donor.

3. Capacity building, in coordination with the Finance Officer.

a. To conduct internal compliance audit to local partners to ensure the  compliance with donor and Hivos' requirements.

b. To ensure that Hivos internal teams and its partners understand the  requirements of donor and Hivos.

c. To strengthen financial management capacities of partner organisations to ensure accuracy, transparency and accountability, this including developing, maintaining and training staff in the proper application of
time-keeping, data collection and management.

d. To conduct field visits as necessary.

4. Grant administration.

a. To ensure accurately and timely preparation of grant billings.

b. To create and maintain appropriate spreadsheets and documentation  required by donors, and by Hivos such as due dates, timesheets, etc.

c. To maintain a variety of manual and electronic fiscal information, files and records (i.e. accounts payable, accounts receivable, contracts, etc) for the purpose of providing an up-to-date reference and audit trail.

Knowledge, experiences and competencies

. Minimum 5 year experience with multi donors (EU, AUSAID, USAID,  etc) budget development and monitoring.

. Proven track record in handling multi donors financial administration.

. Knowledge of basic fundraising techniques and strategies.

. Knowledge of accounting sufficient to prepare detailed financial  and budgetary analysis or budgetary problems.

. Demonstrated analytical skills that allow for interpretation of budgetary, financial and related management information.

. Excellent writing skills in English.

. Strong organizational skills to work independently and to prioritize a heavy work load and excellent interpersonal skills to work cooperatively with persons at all levels in the organization.

. Attention to detail with a high degree of accuracy.

. Ability to exercise good judgment and discretion, especially with  regards to sensitive or confidential personnel or organizational matters.

. Excellent computer skills and experience using spreadsheets, charting and other software tools, such as MS word, Excel, Powerpoint and Outlook.
