PRIMARY OBJECTIVE:
Reporting to the Finance Manager
the Payroll Officer will be responsible for the payroll function as well as
supporting day to day operations of general finance function of Indonesia
operations. The Payroll Officer will contribute to Cardno success by providing
professional services support for corporate and project activities within
the the International Development
Assistance and Engineering Consulting teams..
PRINCIPAL RESPONSIBILTIES:
>Work as an effective member
to ensure the smooth running of the Asia Pacific Finance function.
>Project Payroll and Financial
Management and Administrative Support.
>Corporate Office Payroll and
Financial Management and Administrative Support.
Overall responsibilities include:
1. Corporate office and Project
Payroll function such as:
>Coordinate with Indonesian HR
Adviser to ensure payroll database are coincide and matched with current
employment contracts of corporate staff
>Verify types of employment
contracts and determine what type of PPh 21 tax should be applied
>Prepare and maintain payroll
database
>Preperation and calculate
monthly salaries, benefits, deductions, overtime (when applicable) and other
component of remunerations for payment at designated date every month
>Calculate employee income tax
(PPh 21) on salaries and other component of payroll
>Calculate Jamsostek (BPJS
Kesehatan) of applicable national staff
>Liaise with Jamsostek (BPJS Kesehatan)
officer on all BPJS matters
>Liaise with Payroll officer
in Australia and calculate Superannuation of international staff to provide the
information to Australia office for payment in Australia
>Preperation and input of
monthly payroll journals.
>Liaise with Finance Manager
and accountant in Melbourne in all payroll related journals
>Prepare of monthly salary
slips .
>Together with HR Adviser, be
the main source of staff employment database, and provide ad-hoc documents
required by staff, such as : employment reference, salary reference (for credit
purpose), Jamsostek reference, etc
>Maintain PPh 21 database.
>Input PPh 21 monthly data
into e-SPT
>Prepare annual employee
income tax return (SPT 1721) and provide annual tax slips to staff (form
1721-A1).
2. Corporate Office and Project
Financial Management Support.
>Assist finance team with
month end close procedures.
>Maintain Staff advance
accounts, Jamsostek Payable account and other payroll related accounts in the
balance sheet.
>Monthly general ledger
reconciliations.
>Assist the Finance Manager as
required with filing payroll documentaion, photocopying and binding, and other
financial administration.
>Ensure that all monthly hard
copy and soft copy (e-SPT) PPh 21 tax returns are physically lodged with the
tax office in a timely manner.
>File hard copy monthly tax
returns in accordance with Cardno procedures.
3. Other
>Provide ad-hoc supports to
Finance Manager in other Areas within the finance function
>Provide assistance to other
areas of the company as requested.
Quality Management System (QMS)
>To follow Quality Assurance
procedures and where possible recommend improvements to the Cardno Quality
Management System (QMS)
Corporate Responsibilities
>To comply with Cardno’s
policies, procedures and guidelines.
>At all times, ensure the
financial management reputation of Cardno is protected, and promoted.
QUALIFICATIONS:
>Bachelor degree in
accounting, tax, or related discipline.
>A minimum of 3 years work
experience in payroll function.
SKILLS:
>Demonstrated experience in
the preparation of compliance returns in respect of Personal Income tax,
>Knowledge of development
assistance contracts and projects, in particular those funded by the Department
for Foreign Affairs Australian Aid (DFAT) ,USAID the World Bank and/or the
Asian Development Bank;
>Knowledge of the operation of
project offices for donor-funded development assistance projects and private
sector clients;
>Demonstrated financial acumen
and ability to understand and effectively use salary, benefits and other
financial information;
>Ability to prioritise, plan
and organise workflow to tight timeframes, handle multiple tasks, and be
flexible with changing priorities;
>Strong organizational skills;
>Ability to interact
effectively with national and international personnel;
>High computer skills on
Microsoft Excel , with working knowledge of e-SPT software(s);
>Knowledge of BST or other
complex financial systems is an advantage; and
>Good level of proficiency in
spoken and written English skills, fluent in Bahasa Indonesia.

CAREER DEVELOPMENT REVIEWS:
Career Development Reviews are
conducted annually with your Manager and/or Supervisor. Performance and salary
are discussed at this time. Performance is also monitored informally throughout
the year.
