Indonesia Urban Water, Sanitation, and Hygiene (IUWASH)

DAI, the implementer of the “USAID-funded Indonesia Urban Water, Sanitation, and Hygiene (IUWASH) Project” invites qualified offerors to submit proposals to supply and deliver “Animation video on main problem of sanitation system in cities and introduction regular desludging in Indonesia” in support of program implementation The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program funded by the United States Agency for International Development (USAID) and implemented under the leadership of DAI. IUWASH works with government, the private sector, NGOs, community groups and other stakeholders to improve access to safe water supply and sanitation in Indonesia’s urban areas. The overall goal of IUWASH is to assist the Government of Indonesia (GOI) in making significant progress in achieving its safe water and sanitation Millennium Development Goal (MDG) targets by expanding access to these services. The expected results to be achieved are: (a) Two million people in urban areas gain access to improved water supply; (b) 250,000 people in urban areas gain access to improved sanitation facilities; and (c) the per unit water cost paid by the poor in targeted areas decreases by at least 20%. To achieve the above, technical assistance is divided in three main technical components:
1. Mobilizing demand for water supply and sanitation service delivery;
2. Improving and expanding capacity for water and sanitation service delivery; and
3. Strengthening policy and the financial enabling environment for improved water supply and sanitation service delivery

Activity Background:
IUWASH is supporting the Urban Sanitation Sector in Indonesia with the introduction and further development of a regular desludging program for onsite sanitation systems (both individual and communal septic tanks). This program started during the beginning of IUWASH and is currently active in 4 cities (Kota Solo, Kota Bogor, Kota Makassar and DKI Jakarta).  Last year an animation movie was produced to promoite the introduction of regular desluding for DKI Jakarta. It was a big success and resulted in increased commitment by local G’ment and Parliament for PD PAL the domestic waste water operator of DKI. The animation was also shown in 1 – 2 other cities, and while the general message was stil lwell receive, the animtation was so specific for DKI (landmarks, people, regulation, logo’s, etc, that the positive effect  in other cities was much less, as they could not identify themselves with the animation, but saw it a more general introduction. Therefor is was deemend important to devleop a “generic regular desludging animation” which can then easily be modified for different cities.

Objective & Purposes:
To promote the concept and program of regular desluding of septic tanks (new for Indonesia) for many cities, IUWASH is planning to prepare a generic animation video that can be used as basis for all cities in Indonesia

To showcase the problems with the current sanitation situation in different cities in Indonesia as well as hihglighting the opportunities to improve it through introduction of the regular desludging program, IUWASH is supporting the production of a short (5 – 6 min) animation to be used in promotion / advocacy workshops as well as subsequent community meetings in different cities
The animation should be split up in two parts (spread out throughout the animation)

For these purpose, IUWASH inviting potential bidders to submit the proposal, detail Scope of Work (SoW), etc please see : http://iuwash.or.id/rfp-no-req-jakarta-0291/
