Strategic Planning and Action to strengthen climate resilience of Rural Communities in Nusa Tenggara Timur (SPARC) is a Global Environment Facility/Special Climate Change Fund (GEF/SCCF) funded project through UNDP and being implemented by Ministry of Environment and Forestry (KLHK) and Bappeda NTT Province. Project duration is 2013-2016. SPARC project focuses on strengthening and developing climate resilient institutions and rural communities around livelihoods, food and water security in NTT Province. The pilot districts are East Sumba, Sabu Raijua and Manggarai districts. In particular, the project will support the following long-term solution: 1) Local government (including both provincial and district governments) has integrated climate resilience principles in policy, planning and budgeting, and have the institutional capacity to develop, implement and monitor; and 2) Communities will strengthen their food and water security as well as diversify their livelihoods in anticipation of further changes in the climate and its impacts. The results of the project are expected to contribute to the development on national policy on climate change adaptation.
Under the guidance and supervision of the SPARC Project Manager, the Monitoring and Reporting Officer contributes to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the project are met, and participates in the conduct of thematic and crosscutting evaluations.  
The Monitoring and Reporting Officer works in close collaboration with other Project Management team members, Programme and Operations Teams in the UNDP Country Office, and Government officials, particularly the SPARC project Implementing Partners Ministry of Environment and Forestry and BAPPEDA NTT province, to ensure that thematic, programme and project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.
This position is located primarily in project under the overall guidance of National Project Manager (NPM) or Project Officer depending structure in the PMU.  The incumbent will contribute to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for projects are met, and participates in the conduct of thematic and crosscutting evaluations. S/he will be responsible to ensure that project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.
The M&R Officer will also  track results and apply the monitoring framework as set up in the project document in line with prevailing internal monitoring guidelines,  ensuring that reporting arrangements and requirements are in place and are being implemented in a timely manner.

Duties and Responsibilities

1.    Ensures the implementation of monitoring and reporting policies and strategies, focusing on achievement of the following results:
Analysis of requirements as basis for development of monitoring and evaluation guidelines for SPARC project.
Implementation of performance monitoring and evaluation of partner NGOs and targeted communities (Kemas ProKlim) based on the submitted work plan and proposal.
Monitoring and development of evaluation report on the achievements of SPARC project based on the expected results, following the Government and GEF monitoring template.
Inputs to the monitoring and evaluation workplan of NGOs and Communities.
Promotion of evaluation standards, quality assurance/control and capacity development in the project.
 
2.    Facilitation of capacity building process of stakeholders for effective monitoring, focusing on achievement of the following results:
Guidance on project monitoring and evaluation policies, procedures and practices to project team, NGOs partners and Community groups (Kemas Proklim). Provision of guidance at the design stage of activities.
Provision of technical capacity for monitoring and evaluation to project team NGOs partners and Community groups (Kemas Proklim).
Follow up on implementation of evaluation recommendations.
3.Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and reporting, focusing on achievement of the following results:
Identification and formulation of lessons learned from evaluations and studies to be integrated into broader knowledge management efforts.
Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
 Participation in results-oriented monitoring and evaluation training efforts in the Country Office.

Required Skills and Experience

Education:*    
Bachelor Degree or Master Degree or equivalent in Environmental Science, Agriculture/Forestry, Political Science, Economics. Higher education degree is preferable.

Experience:*    
Minimum 6 years for Bachelor Degree or 2 years for Master Degree of relevant experience in development issues. Some experience in monitoring and evaluation with a background and interest in the analysis of socio-economic issues and related policy matters. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Experience working in NTT province is a plus.
Language Requirements:    
•    Fluency in written and spoken English is an absolute necessity;
•    Fluency in written and spoken Bahasa Indonesia is required.

Other Requirements:
•    Demonstrated strong familiarity with UNDP development  projects in Indonesia.
•    Solid experience monitoring and producing  high quality report of SPARC projects.
•    Strong knowledge and experience in project management support are essential as as well as ability to draft high quality report supported with graphic and statistical summaries.
•    Experience in monitoring, evaluation and reporting with a background and interest in the analysis of socio-economic issues and related policy matters.
•    Knowledge on various donor’s reporting requirements
•    Excellent analytical skill and advance computer skills required, knowledge of spreadsheet and database packages
•    Good inter-personal and team building skills.
•    Full time availability for project management support duties is essential.
•    Familiar with Government and UN/UNDP procedures would be desirable
•    Experience in handling of web based management systems would be highly desirable.
