The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is owned by the German government and with operations around the globe, GIZ provides services in the field of international cooperation for sustainable development. GIZ also works on behalf of other public and private sector clients both in Germany and overseas. These include the governments of other countries, the European Commission, the United Nations and other donor organizations. GIZ operates in more than 130 countries and employs approximately 17,000 staff worldwide.

In Southeast Asia, the agri-food sector is of key significance and has the potential to become the “kitchen of the world”. The domestic and international demand for safe food products of greater quality and quantity, along with the need to manage scarce natural resources, drives agricultural development policies towards the concept of "sustainable agri-food systems". Global and regional policy emphasis is therefore put on the increase of sustainable agricultural production. This is derived from the change of consumer preferences and industry interest towards food safety as well as increasingly strict requirements for the export of agricultural goods. The sustainability of agrifood systems - in its economic, social and environmental dimensions - will be a key factor for competitiveness in complex global agri-food markets.

The Project “ASEAN Sustainable Agrifood Systems", being part of the "ASEAN-German Programme on Response to Climate Change: Agriculture, Forestry and Related Sectors (short: GAP-CC)"  supports the development of regionally-coordinated policies and strategies for sustainable agrifood systems. Towards realization of ASEAN Community by 2015 and beyond and in the light of the planned ASEAN Economic Community (AEC), the Project also promotes sustainable cross-border value chains jointly with public decision-makers, agricultural enterprises as well as farmers’ and private associations. Furthermore, farmers are supported with the implementation of sustainable production technologies and practices in the regionThe Project is seeking for 1 (one) qualified candidate for the position of IT and Communication Officer to be based in Medan, North Sumatera.
 
Information Technology (IT) and Communication Officer
 
A.    Responsibilities
The IT and Communication Officer is responsible for :
  • developing and managing of Project Office Medan IT Systems including databases
  • implementing and complying with GIZ standard
  • overseeing the smooth running of IT Systems troubleshoots and delivers services related to IT devices such as printers, internet connections, data server, MS Exchange Server, and internal telecommunication system
  • re-formatting electronic materials (reports, pictures, multi-media, etc.) for web compatibility
  • providing technical support to projects by dealing with questions and problems relating to IT and databases

B.    Task
1.    Technical Equipment Maintenance
The IT and Communication Officer
    • ensures the availability of up-to-date hardware (laptops, servers, all PCs) in accordance with current GIZ standards
    • deals with maintenance of PCs, notebooks, printers, digital cameras, scanners and other hardware
    • discusses possible new purchases of or improvements to hardware and networks with the administrative manager, based on the requirements and recommendations outlined in GIZ’s IT guidelines

    2.    Software
    The IT and Communication Officer
      • implements, maintains and configures all standard GIZ software (e.g. APS, AMS, MS Office, WinPACCS, SAP)
      • tests new or upgraded software and updates all the software to the latest versions
      • provides and maintains backup programmes to ensure system availability regularly updates antivirus software

      3.    Design and Database System
      The IT and Communication Officer
      • provides technical assistance in graphic design and creative insight for all GIZ Office Medan communication materials including presentation, poster, banner, reports lay-out and other general communication materials.
      • Supports the development and maintenance of project database system.

      4.    General Tasks
      The IT and Communication Officer
        • manages and ensures general administration of the entire IT system
        • backs up data and deals with the problem of data security
        • resolves all computer and internet problems, prepares all the necessary information and provides phone support
        • ensures that an IT emergency service is available
        • notifies the GIZ IT help desk of fundamental problems with GIZ IT applications
        • maintains a list of all hardware and software systems, and updates this to reflect changes
         
        5.   Other duties/additional tasks
        The IT and Communication Officer is responsible for
        • performs other duties and tasks at the request of management
         
        C.    Required qualifications, competences and experience
        • Bachelor’s degree from university (or its equivalent) in computer science, computer engineering, information technology.
            Professional experience
        • minimum of 3 - 5 years of IT related work experience
        • experience with Ms. Windows Server 2008, Server 2012 active directory concept
        • experience with design (Photoshop, Corel Draw, etc) and development of MySQL PHP programming is a plus 

            Other knowledge, additional competences
        • outstanding working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
        • willingness to up skill as required by the task to be performed - corresponding measures are agreed with management
        • language skills (English)
